    Senate OKs bill on Lapu district

    THE Senate approved last Wednesday night the bill that seeks to turn Lapu-Lapu City into a lone district.

    Rep. Nerissa Soon-Ruiz (Cebu Province, 6th district) is confident the bill will be enacted into law before the end of October, adding that Senate Bill 5007 bears the same wording as her approved House bill that will be taken up for a third and final reading on Monday.

    “It was approved unanimously and a bicameral committee to tackle it is no longer needed because my bill and that of the Senate are entirely the same in words... so we are 100 percent sure that it will become a law before October ends,” she said.

    District politicians say the development will mean more congressional project funds for Lapu-Lapu, as well as a chance to assert its tax powers over the airport and export processing zone. It also widens the political arena for the city in time for the 2010 elections.

    Ruiz learned of the Senate’s approval through a phone call from the office of Sen. Miguel Zubiri, while the Lapu-Lapu City Hall found out about it through Mayor Arturo Radaza, who is in Manila.

    There was no interpolation when Sen. Benigno “Noynoy” Aquino submitted for second reading the bill that seeks to separate Lapu-Lapu City from the sixth congressional district of Cebu Province.

    “Today is a good day for Lapu-Lapu. We deserve this status, having been separated from the Province, so we can have our congressman that can help us with our economy,” Vice Mayor Mario Amores said.

    Urban

    With this development, Mactan Island will eventually be converted into a province, with the 11-barangay Olango Islet as a municipality under it, said Amores.

    “We do not envision becoming a province, but with the natural course of events, we will eventually reach that,” he told Sun.Star Cebu.

    Lapu-Lapu obtained a highly-urbanized city status in a plebiscite in 2007. Its police office and fire department became independent from provincial directors.

    “Swerte kaayo ang mahimong unang congressman sa Lapu-Lapu kay anha ra man siya magsuroy-suroy... unya swerte pud ang ma-elect nga congressman sa sixth district kay gamay naman ang iyang magasto (The first congressman of Lapu-Lapu will be very lucky since he doesn’t have too far to travel…while the representative of the sixth district will equally be lucky since he doesn’t have to spend that much anymore),” Ruiz said.

    She added she wants Lapu-Lapu residents to remember her for being behind the conversion of Lapu-Lapu into a lone district.

    The conversion means that Lapu-Lapu will, among others, enjoy more Priority Development Assistance Funds (Pdaf) from Congress, said Provincial Board (PB) Member Wenceslao Gakit.

    This will enable the City to focus on the development of its 31 barangays, while the remaining sixth district will have to share its representative’s Pdaf among 61 barangays in Mandaue, Consolacion and Cordova.

    “Focus na lang sad mi sa among (We will also focus on our) district,” said Gakit, one of two representatives from the sixth district to the PB. The other is PB Member Victor Maambong.

    Lapu-Lapu City Councilor Junard Chan said he hopes the conversion will attract more cause-oriented groups to monitor elections in the city, as well as how the new representative will spend project funds.

    “We will attract more concern because we will now have our own representative in Congress, unlike in the past when we were just a city under the Province,” he said.

    Chan, however, doesn’t expect the development to unify opposition groups in the city. During attempts at unification talks, the concern focused on the local polls.

    Muscle

    City Councilor Damian Gomez said all members of the City Council will pay a courtesy call on President Arroyo as a show of gratitude for supporting Lapu-Lapu’s conversion.

    “Dili naman gyod mapugngan. Kanang third reading formality na lang na kay ang lisod gyod ang second reading kay naa diha ang debate (This is virtually unstoppable because the third reading is merely a formality. It’s the second reading where the debate takes place),” he said in a separate interview.

    With the city having its own congressman, Gomez said, it won’t be difficult to assert its right to collect taxes from the Mactan Economic Zone and the Mactan Cebu International Airport.

    “It will be easier to pass a law that will amend the charter of these two entities, so the City won’t have such a hard time collecting taxes from them,” he said.

    ambot lng aning Chief of Police diri sa Lapu lapu... i have been keen on crimes here since may buot nko... and sukad2x karon gyd ang pinaka lousy nga management aning police diri sa lapu2x... let me cite some few instances that happened in just a gap of weeks.... worse p ana DAYS LNG!!

    1. Holdup.. sa amo lng lugar... to be specific... sa main entrance gyd sa pasulod s subdivision. dili lng once naa nahitabo nga TULIS. and worse than that... perming naay makuha ang tulisan. TAKE HOME! isa k silingan namo nga 15 nlng cguro k tikang... balay n nila.. gi tulis p gyd.

    2. Akyat Bahay.. silingan namo diri gisaka ang balay. now pag decide nga ipa blotter kadlawn dako.... unsay nakit-an sa Lapu Lapu Police District Office?? ang mga maayong police natulog! more to that... ang Desk Officer walay LOG BOOK pra sa ipang blotter didto. i could still recall gi unsa nila pag asikaso among silingan nga ni report didto. "wala mn kahay nakuha sir? kng wala pwede r ugma nlng e report. wala mn diri among log book gd." Desk Officer ka?! Police District Office walay LOG BOOK?! paka-uwaw mn mo ana inyong mga uniporme. pero p roving gani nang FHM nga dalan diba.. parking daun.... daghan mn ug babaye. intawn mo oi..

    hoy kita ray gi buang aning politiko sa OPON. Kadtong ni ingon nga maayo pagdala ni radaza ang opon.. Sahre kuno ug masterplan unsaon ang drainage sa opon pagsulbad. Naa man gani duol kaayo sa simod ni radaza likod sa city hall wala man gani drainage. Ang bunay kalaro nga drainage mao ra na naa sa national road. National na dili na kang RADAZA plan. 3 term na na oi wa efect...

    First time voter ko diri sa Lapu-lapu.. so far wala pakoy candidate. I think isa sa dapat tutukan dre sa Lapu-lapu kay ang mga crimes and pagdungag sa police force. According sa Chief of police here in Lapu-lapu sa tanan cities daw dre sa Cebu, ang Lapu-lapu ang pinakagamay og police force in terms of number. I don't know how true.
