CAIB's back in the news
Joseph Bullecer, president of the Cebu City Anti-Indecency Board (CAIB), said he inspected the six spas in Cebu City offering this service after he received complaints about lewd practices.
“I have already done inspections of some spas and they told me the lingam is just a 10-minute finale of the one-hour shiatsu massage that they give to their clients,” he said.
Bullecer said he was not sure how massaging the male's prostate area could benefit the customer’s health.

PRO-LIFE advocate Rene Josef Bullecer will no longer be heading the Cebu City Anti-Indecency Board (Caib), after the mayor decided not to renew his appointment.
Apparently unhappy with Bullecer, Mayor Tomas Osmeña said yesterday he wants a change in the leadership and direction of the board that is why he will remove Bullecer as chairman and its other members.
He said it is not fair that only the Catholic Church is represented in the CCAIB, whose task includes eliminating lewd and indecent print and video materials in the city and preventing trafficking and pornography.
The mayor also learned that some leaders of other religions do not like Bullecer and are not happy with what he is doing. He said he considered their feedback.

“Basically, what’s going through my mind right now is that CCAIB needs someone with strong maternal instincts. I’m looking for a woman who is a mother. Maybe I’m being stereotype but it should be someone with genuine concern for children, since they are the usual victims of indecency,” said Osmeña.

WITH the growing uproar over lingam massage, Cebu City Mayor Michael Rama was asked to revive the Cebu City Anti-Indecency Board (CAIB).
The board was virtually disbanded in December last year when the contracts of members and chairman Dr. Rene Josef Bullecer were not renewed by then mayor Tomas Osmeña.
Mayor Rama yesterday said he may appoint Dr. Lucille Mercado as the new head but has not yet discussed it with her.
Cebu City Councilor Edgardo Labella said the CAIB was needed.
“It's not about who's going to head it but the institution itself should be reactivated, because of the problem of prostitution and trafficking of women and children. We see it around us. With all the reports, we cannot deny that indecency, specially involving minors, are prevalent, that needs to be addressed immediately,” Labella said.
Cebu City legal officer Joseph Bernaldez said he too favors reviving the CAIB.
He said he has not issued any closure order against any night spot this year because there was no CAIB, which usually receives complaints about children being exploited or involved in indecency.
Julius Golosino, former CAIB secretary, said the last time CAIB held a meeting was in December last year after former mayor Osmena didnt’ renew their contracts.
The Department of Tourism in Central Visayas and the Spa Association of Cebu earlier expressed alarm over the reported increase in the number of spas and massage parlors that offer lingam massage.
Ma. Rica Bueno, DOT regional direcotr, said the lingam massage must be regulated so as not to affect the tourism industry in the province.
Spa and Wellness Association of Cebu president Johnnie Lim suggested that the local government coordinate with them in processing business permits of spa operators in order to “protect the image of the sap industry in Cebu and tourism.”

SWAC obviously wants to knock their competitors out through government intervention, and then monopolize the local spa market all for itself. It would also mean lesser choices and more expensive rates for consumers.
The CAIB might as well be the loyal barking dog of the SWAC. Not too many people realize that.
