Few things lang that I cannot credit to him: city's crime rate, cleanliness, and the idea of the Sinulog festival. Long time ago, the idea caught and thus, under the direction of the Cebu City Mayor Florentino Solon with the help of several influential Cebuanos, Odilao turned over the Sinulog project to the Cebu City Historical Committee under Kagawad Jesus Garcia. It was the task of the Committee to conceptualize the Sinulog festival and make it into a yearly event from then on.
In 1981 the following year, the concept of the Sinulog Parade was actualized, involving practically every sector in the Cebuano community.
AS FOR THE WORST - hmmmm. many in this forum have said Alvin is the worst. is it perhaps because most forumers here were still kids during his term and all they can hear about now is Tomas' continued criticisms about him? I am not even sure if that is the correct way to make an opinion based on Tomas' words. But as for me, I could only guess that he was, but there could've been previous mayors even before the time of F. Solon that we have not seen or experienced as the worst.
coz if we take Alvin to be the worst, why would the opposition camp still consider him to run again come 2010?
AFAIK, he was elected vice mayor of Cebu City in the year 1995, and was again re-elected for the same position in May 11,1998.
accdg to a report, while mayor, Alvin was able to make Cebu as the City with the lowest crime rate in the nation. He bettered Tomas on that particular issue hands down up to this very day.
also in that report, he was also successful in changing the image of the city by coming up with the Clean and Green project that aims to beautify the center isles, sidewalks, parks and plazas with greenery’s and flowering ornamental plants to make the environment look more pleasing to the eyes. again, he bettered Tomas on this issue hands down.
your observations also coincided w/ what was cited on the report regarding cleanliness.
what i can also surmise is that during the time of Alvin, Tomas was always breathing down his neck like he owned Alvin (even though Tomas at that time was no longer mayor)...he was attacking him frequently and thus trickled down to the news. sumala gud, unsa may nahitabo ron ni Mike Rama. he suffers the same fate as to Alvin under Tomas. gi daug2x...
