I think this is just a waste of money. If you give them money, are we sure they will go home? And if they will go home, are we sure they will never come back?

What the government should do first is to make initiative to develop provinces in order to create job oppurtunities and not just focus on few places. By this, there is no need for people to go to Manila or Cebu just to earn a living. Maybe the government has already started this program but still unfelt by many.

..@calibrator, this is all the corrupt officials fault. The philippines has enough money but the problem is, all that money has gone to the senators and congressmens pocket. We cant blame the people who lives in provinces that they'll go to manila coz our stupid leaders only focused all the development in manila and forget the other cities in the country.
