    .. dili man gyud ni sala sa mga tao na sawayun si Gwen. It's Gwen's fault that she's criticized this badly. If only she has done a good job her reviews would be positive. It's really in the Garcia's blood, i made this statement not on opinion but on facts and what we've seen with what they're capable of ( corruption and nonsense ).

    I think it's true that Gwen's problems are largely self-inflicted. Somehow, Gwen and Capitol have forgotten that they are there to serve the public. Instead, they focus on making money out of public service, or worse, spending government money on projects that the public perceives does not benefit them at all. CICC and Baliligate, anyone?

    The other problem is that Gwen and Capitol can't seem to take criticism. This City Hall-Capitol dispute all came about because Mike Rama criticized the proposed land swap. According to Frank Malilong in his column:
    Garcia easily got hers and Osmeña was on his way to securing his until Vice Mayor Michael Rama stepped down from the Presiding Officer’s chair to deliver a scathing attack against the proposal, at one point accusing the Province of unjustly benefiting at the expense of the City.

    The governor’s reaction was quick and furious, declaring that the deal was off. Osmeña, who was as surprised as everyone else by Rama’s vehement protest, tried to appease her. But she couldn’t be mollified.

    Stung by the rebuff, Osmeña maneuvered to hit back at Garcia by refusing to grant a permit to the Province’s Ciudad project in Banilad. Garcia responded by closing a street in Fuente Osmeña.

    In between, they traded insults.

    And it doesn't help that on the SRP, the Capitol's efforts to question the deal make it look like they're sour-graping and just trying to get back at the city.
