    Default PAGASA sought high-tech radars 5 years and 54 typhoons ago


    MANILA - If Doppler radars were in place before a rain-heavy typhoon like Ondoy hit Luzon last weekend, the fatalities could not have reached 280, and the damages on infrastructure and agriculture almost P5 billion, critics of the weather bureau are saying.
    The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has been saying that, too—for the last 5 years.

    The Doppler is an instrument that can monitor the intensity and volume of rainfall, and could have warned the country’s meteorologists and authorities that Ondoy would be dumping a month’s worth of rain in just 6 hours. Precautions could have been taken, and early evacuation conducted.

    Yet in a country that experiences an average of 20 tropical depressions, storms, and typhoons a year, the first brand new Doppler radar will be installed by December yet—5 years after PAGASA requested for it, and about 20 years after other countries first used such instrument for weather forecasting.

    As PAGASA waited for the Dopplers, from 2005 to 2008, 47 typhoons hit the country. Typhoon Reming in 2006 killed more than 700 people and damaged P5.5 billion properties in Bicol. The same year, Typhoon Milenyo hit the region. More than 174 people died and P6.4 billion worth of properties were destroyed.

    This year, there have 16 weather disturbances, so far. Seven of them were typhoons, including Ondoy that flooded Metro Manila and surrounding provinces, and Pepeng that threatened Northern Luzon with very strong winds. - Newsbreak

    Amigo sa ako erpats niingon nga sila kuno sa una ang gisangonan anang palit/scout for equipment para detect/control sa bagyo...murag naa sila nadesisyonan nga palit ug mga eroplano ug mga kahimanan nga mo cloud seed sa bagyo before it reaches land. Ang effect unta adto kay if daghan ug tubig ang bagyo (like Ondoy), if ma cloud seed daw inig tugpa sa yuta gamay na lang ang iya tubig or makuha-an ang iyang dala nga tubig. Adto niya ihulog sa dagat. Unsa-onz nga ang budget daw gikurakot man. Wala na sila kapalit. Natigulang na lang siya...wala pa gihapon kuno kapalit. Naa na lang niabut nga mga bag-o nga technology...wala lang gihapon kapalit kay kurakoton lagi.

    Nagsingabot ang election, naa na pud ni budget...daku kaayo ni nga budget...pero gamiton na pud ni sa election...postpone na pud ang purchase ani.

    FYI lang sa mga wala kahibalo or mis informed or lain ang na sa huna2x...
    actualy since 1998 couple of bills passed already on the congress/senate for pag-asa modernization... since then they have been upgrading there system they have repaired their radar but not yet replace...
    this is the same with the AFP modernization nga it would take more years coz they do it in phases... as what ive heard from my sources... same thing to pag-asa also... so we cant really expect that we will be getting those doppler radar soon but we will in time as to how long we can tell... every year there are more priority allocated on GAA (General Appropriations Act) that what the pag-asa needed...

    FYI lang pud... it was the congress/senate who will allocate the fund and its not from the executive dept so we should not point the blame to others kay kining ilang modernization as what my research points... since pa diay sa panahon ni marcos...

    and also to the procurement of equipment, as what ive under stand dili na pwede modiritso ug kuha like what you've said nga sila ang nangita... it is more complicated than that there are lot of requirements before such equipment can be procured... and its not on the congress or senate or executive dept its on the BAC of pag-asa then the BAC will send the proposal to the congress and senate for appropriations the next proceeding year.... kung pwede lang maka diritso ug palit mas maayo unta pero since kay demokrasya man ta... agi jud ta ug process....

    well... with the current damage from ondoy and pepeng... I think congress will fasttrack the budget for these radars!

    If they want to have it as soon as possible they can have it.. Pila na ka years nilabay wala gihapon ang mga Radar.. Democrasya lagi ta, pero kung dili palang corrupt ato mga official or kung ga huna huna palang sila sa mga kinabuhi sa ubang taw or ga huna huna sila sa welfare sa mga pinoy for sure na taud na ni.. Pwede man cguro ni ma palit ASAP, dili nata mu ihap ug pila ka tuig ug pila ka bagyo, for example CICC, Lampost, ZTE or unsa pa na mga project na maka kwarta sila, kaya man lagi ma mabuhat dayun, wala na ni huwat ug pila ka years and months.

    naa man nay budget kada tuig. just like in the private sector...ang mga department heads mag budget sa ilang mga possible nga kinahanglanon or palitonon in the coming year...naka allocate na unta...unsa-onz nga naa may manghilabot sa budget....nawagtang hinuon ang budget hahahaha.
