If we wish to rebuild, at least there should already be foresight, they should already be taking into consideration proper drainage systems. And for places that were buried because of soil erosion, how come they did not take soil erosion into consideration before building their houses there? I know our engineers are very capable of solving this problem if they are given the necessary resources.
cebu should already learn from the mistakes of luzon.
