    THREE months and four days after bailing his way out, the son of Talisay City Mayor Socrates Fernandez is back in jail. He was arrested for alleged possession of an unlicensed firearm and assorted sachets of what appeared to be illegal drugs.

    THREE months and four days after bailing his way out, the son of Talisay City Mayor Socrates Fernandez is back in jail. He was arrested for alleged possession of an unlicensed firearm and assorted sachets of what appeared to be illegal drugs.

    Joavan Fernandez and four other men were arrested after a brief chase by the Highway Patrol Group (HPG) 7 near the Mactan Cebu International Airport in Barangay Pusok, Lapu-Lapu City past 3 p.m. yesterday.



    Joavan, who was brought to the HPG 7 Headquarters inside Camp Sotero Cabahug along Gorordo Ave., Cebu City, declined to issue any statement to reporters.

    Sun.Star Cebu made several calls to Talisay City Mayor Socrates Fernandez but failed to get a response.

    PO1 Serge Maceren, one of the arresting officers, said Fernandez’s initial violations were the illegal use of a siren, failing to keep his plate number visible and driving in the opposite lane (counter-flow).

    Stash

    Inside the red Isuzu Bighorn driven by Joavan, Maceren’s team found a caliber .38 revolver loaded with two bullets and a silver box with three plastic packs containing a white crystalline substance believed to be shabu, five empty packs with traces of the same material and sniffing paraphernalia.

    Lawyer George Bragat arrived at the HPG office after Joavan’s arrest. He also served as Joavan’s legal counsel in two cases of serious illegal detention filed by cousins Winston and Oscar Abellana last year.

    Until his arrest, Joavan was out on bail after the court allowed him to post P100,000 as bail for the two cases of serious illegal detention. He was released from detention last June 18.

    Bragat, however, said he has not yet been asked to serve as Joavan’s lawyer for the latest incident and cannot comment on the matter yet.

    Maceren, in an interview with reporters, said he and PO1s Virgilio Suico and Rainier Rosal were heading to Lapu-Lapu City for their routine patrol when they saw a red Isuzu Bighorn, its siren wailing, moving counter-flow near the first Mandaue-Mactan Bridge.

    Chase

    Maceren said he and his colleagues also noticed the car’s plate number was not visible, both in front and back. Police later found out that the plate number of the car was YEZ-460.

    Maceren said his team tried flagging down the vehicle.

    But instead of heeding, the vehicle’s driver sped off towards Lapu-Lapu City.

    A chase between the traffic patrol car and the Isuzu Bighorn ensued, ending only after Maceren’s team intercepted the vehicle near the airport.

    Maceren said that Joavan got off from the vehicle and introduced himself as the son of Mayor Fernandez.

    Joavan reportedly claimed he was in a hurry because he had to pick up his father at the airport.

    Maceren said he noticed a holster without a firearm in it in Joavan’s left side, prompting him to inquire about it and to ask the mayor’s son to allow the team to inspect the vehicle.

    Joavan reportedly agreed.

    Maceren said they found the .38 caliber revolver under the back seat, along with the box.

    Apart from the firearm and the box, a black jersey tank top marked “Army” in front was also found by the traffic police operatives.

    Based on the initial violations and items found inside the car, Joavan and his four companions were arrested by Maceren’s team.

    Maceren said Joavan and his companions did not resist arrest.

    Cohorts

    The four companions were identified as Quazar Bacaltos Quiachon, 33, of Miami HMS, Talisay City; Alinor Mamao Andingan, 28, who resides in Barangay Pajac, Lapu-Lapu City; Wilfredo Abellana Vega, 46, of Cansojong, Talisay City; and Mark Ryan Alcover, 28.

    The four also declined to be interviewed yesterday.

    Insp. Emeterio R. Payoyo, HPG 7 chief of administration and operations, said illegally using a siren violates Presidential Decree 96.

    Joavan also failed to show proof he was allowed to possess and carry the firearm.

    The assorted sachets will be submitted for analysis to the PNP 7 Crime Laboratory.

    Payoyo said the HPG 7 is still verifying who owns the vehicle. Joavan reportedly said it belonged to the mayor.

    Joavan is detained in the stockade of the Criminal Investigation and Detection Group 7, while waiting for the filing of complaints.
