Of course Lockheed Martin/Boeing are under contract with the US military. But whether or not the aircraft is to be exported is the decision of the civilian government. The US has sold a lot of highly-advanced aircraft to their allies--F-15, F-16, F-18 and now the F-35. Saudi Arabia got the AWACS, much to the chagrin of Israel. Iran, when the Shah was still in power, even got the then top-of-the-line F-14A Tomcat, including the highly-advanced AWG-9 radar and AIM-54 Phoenix missile system. Now, ironically, Iran is the only remaining operator of the legendary fighter.
The F-22 is just so advanced and a generation (or so they say) removed from the competition that the US feels exporting the technology would erode their advantage. But that may change, or they may come up with an export version to sell to Japan and Australia. Yet even the staunchest of allies may still be turned off by the steep price tag.
Last month naay F-22 naka bangga ug laing erplano sa taxiway. The collision was at low speed and physical damage was relatively slight. But the price tag for repairing it was over $1-M. Ouch!

hi , im a friends came from Singapore ,and i wonder why Philippine Airforce - One of the weakest in the world? and why ? Well ,here in Singapore we are small country ,here the airforce we got F-16 C/D, F-16 C Block 50 Block 52 , A-4 SykHawk , F-15 SG , F-5E, AH 64 attack helicoper. And why Philippine Big country and is one of the weakest in the world ? can anybody tell me why ? why philippine air focre cant fly thier F 5E ?

While some of our Asian neighbors have substantial military forces they mostly have large borders to protect and hostile/unstable neighbors. The only realistic imminent threat in PH is of insurgency and so there is really no need for supersonic fighter aircraft. In the long-term there could well be escalating territorial disputes with China's navy, but quite honestly diplomacy and concession are the only options available in such a scenario as the U.S is unlikely to intervene in anything other than an unmanageable offensive from Islamic rebels.
What PH probably does need is a reliable replacement for the Huey helicopter with at least the option of offensive capability and something for moving artillery into rough terrain at short-notice (AW101?).
we have an insurgency problem. however high tech the airplane, you still need an army to hold your ground. this is a ground war. not an air war. not even a naval war. the airforce though can start buying some predator drones if the US will sell them to us.
for me... f-16s have limited use to our security problems. what we need are predator drones and AC-130s for ground attack. more helicopters too!
