You don't need a carrier if you have a lot of islands. You can build airstrips on those islands and spend a lot less. Besides, the Philippines already has plenty of airports.
Aircraft carriers are best operated in the open ocean. India already has a carrier and China wants to have one or two within the next few years (2015-2020). These are certainly not used for internal security but for power projection.
Besides, we obviously don't have the resources to purchase, much less operate one.
Re the Super Tucano, a plane of that size might cost about P20,000/hour or less to operate. A C-130 on the other hand will cost about P250,000/hour to fly. So the AC-130 Spectre isn't all that cost-effective for us.
