You could use Garmin Mobile® PC.
I've only used it with external an external bluetooth gps unit but AFAIK, it should work with internal ones.
The pic below shows the settings where you could choose what type of gps unit is connected
You can get a Philippine map for it at roadguide.ph (Philippine routable 5.17). You can get the more up-to-date contributer map but you'll have to contribute waypoints, tracks, etc to be able to get it.
I have window xp laptop and i connect microsoft gps. it has a software and hardware in the package.
I dont use it anymore coz I bought tomtom gps.
by the way i dont think using laptop with gps is safe when driving. and I dont like it coz I keep looking at my laptop while driving. and I need to stop sometimes just to make it sure I'm in the right track. and it's 2d only not 3d. maybe the new version have 3d map.

I agree that navigation using laptop isn't too safe but it's okay if you have na laptop/notebook/netbook mount attached ;D
GPS nav apps for pc are more useful for carputers (mini pcs on cars) with touchscreen lcds.

What GPS brand are you using? The only available routable Philippine maps are for the Garmin brand and Mapking. Mapking Asia for Philippines is way outdated. Only the contributor map available at roadguide.ph is the most up-to-date and is compatible only with Garmin units.
