FEELING that he is the official being alluded to, Cebu City Councilor Edwin Jagmoc Sr. faced the media yesterday with his wife to deny that he is having an affair with a City Hall employee.

Misty Magistrado of the Mayor’s Management Team also denied she is having an affair with Jagmoc, but admitted she is “very close” to the councilor.

Jagmoc agreed to be interviewed by reporters at his City Hall office yesterday noon, with his wife Gina by his side.

He said he decided to answer the allegations to put the issue to rest in deference to Mayor Tomas Osmeña, who is currently on leave, Acting Mayor Michael Rama, Acting Vice Mayor Hilario Davide III and other councilors, and to clear the name of his wife and the MMT staff concerned.

Gina admitted she started to become suspicious of Jagmoc and Magistrado’s closeness in January this year after she heard talks of an affair. Jagmoc also said his wife became jealous of the MMT staffer.

But since they had a “dialogue” three months ago, she said she is convinced that the two did not and does not have an affair. They have since resolved the issue, she said.

Jagmoc, his wife and Magistrado also admitted that a confrontation took place at the latter’s boarding house three months ago but said the rumor that Gina hit the councilor with a bucket is not true.

They admitted, though, that they raised their voices during the meeting.

Jagmoc said he did not think he is the subject of the rumor, but after reading a news report identifying the wife as a City Hall employee, he was sure he was the one being referred to.

“I knew I was the one referred to in the news. I’m speaking out because I don’t want my fellow councilors to be dragged into the issue. For my part, we have settled this issue already,” Jagmoc said in Bisaya.

He said he told the mayor and vice mayor that he was the one alluded to by the rumors but that it wasn’t true he had an affair.

To appease his wife, Jagmoc said he decided to bring her to Magistrado’s boarding house so they can discuss the matter.

They were able to settle the problem and clarified that their relationship is purely professional, that is why they were surprised that the issue was revived.

Jagmoc and Gina said that after the confrontation, the three of them would often go out for lunch or dinner, or would attend official functions together. Gina said she made
her own investigation and was convinced there was no affair.

Jagmoc suspects that someone is out to tarnish his image and those of his wife and Magistrado’s and said that all three of them are victims of malicious allegations.

“For the sake of the integrity of the City Council, napugos gyud ko nga musulti na kay naapektohan na gyud ang ubang konsehal. I apologize to Mayor Tom, Acting Mayor Rama, Acting Vice Mayor Jun Davide and the other councilors for this controversy,” Jagmoc said in a radio dySS interview.

He said he is ready to face any investigation.

But Assistant Ombudsman Virginia Palanca-Santiago said that unless the one who spread the word of the alleged affair names people, there is nothing to investigate.

“We had a case almost exactly like this before. It also involved a member of the Cebu City Council,” Santiago said. The case did not prosper.

Santiago said that the fact that one party is both married and a public official and that the other party is a government employee makes them both liable for violations of the Code of Conduct and Ethical Standards for Public Officials.

“The penalty is a year-long suspension and I am very strict on this,” Santiago said.

Santiago said that for them to be able to investigate the matter, those involved must first be named.

“We can investigate on our own even in the absence of a complaint. But we have to have a name,” she said.

Also, the wife, acting as a witness if not a complainant, has to issue a statement of her personal knowledge on how the affair was carried out.

Jagmoc, a lay minister and president of the Federation of Parents-Teachers Community Association of Cebu City, has been married to Gina for 22 years. They have six children, one of whom is the SK chairperson of Barangay Sambag 2.

Gina has been working at City Hall since 2001, three years before Jagmoc was elected into office, as administrative officer of the Department of Engineering and Public Works (DEPW).

Magistrado, head of the development administration section of the City Planning and Development Office, said her frequent trips to the barangays with Jagmoc for consultations may have fueled the rumors, since she would sometimes ride with the councilor in his City-issued vehicle.

She said she has been closely working with Jagmoc since last year because they are both members of City Development Council’s environment committee, and are involved in solid waste management and river clean-up activities.

Even on Saturdays, they would go together to the mountain barangays to conduct seminars on solid waste management, she told reporters.

Magistrado, 23, said she is very close to the councilor that she would even share with him her personal and work-related problems. She also considers Jagmoc as her adviser.

“Sa una pa man na ang iyang wife magsige ug duda nako kay magsige man mi og kuyog... but it has long been resolved. Now, I’m caught off guard because I thought it’s already over,” she said.

Magistrado said she earlier suspected Gina to have started the rumor out of anger, but after their talk, she was convinced it was not the councilor’s wife.

She told reporters that she maintains a close relationship with Jagmoc and his wife, and does not intend to resign from her post.

“I worked hard to be on top, then gub-on lang sa tsismis,” said Magistrado, who hails from Leyte.

Now that the parties involved have spoken, Rama said he hopes the rumormongers would respect their statements, and the issue will be put to rest.

“I’m happy now that they came out. I think we should give them the benefit of the doubt. Councilor Jagmoc denied it so we have to respect it, if that is how they want to present the issue,” said Rama.
