It really all depends from which point of view you're considering. First of all, I think there are three points of view here: POV-Phil. Govt ; POV-US Govt. ; POV-"Abu Sayaff"
From the Phil. side, they will surely welcome the aid of the US govt. as our country is in dire need of resources. Because of the low compensation, some Army personnel sometimes resort to other means of livelihood which are within their "authority" e.g. selling of bullets,uniforms, and what have you. US aid is quite necessary for a country that is still struggling to pay off its debts while increasing tax collection or effectively collecting them at the very least.
From the US Govt. side, they are so used to interfering with other country's business out of "the goodness of their hearts" or because they care. Personally, it's their legal entry point to get maximum information or "intel" out of the country as well as to bully the country into favoring their US businesses to enter the country with preferential treatment. It's a travesty but still a necessary evil in order for the Phil. Economy to survive. Trust me, we can barely keep a stable budget where there is no deficit. we have borrowed from every international lending organization and our trillions of peso in debt will surely go unpaid in full. the principal at the very least.
From the side of the abu sayaff, US interference is annoying and disrupts their way of life. their "preferred" way of life. but hey, they chose to live a life in the mountains and get money without earning it, so be it. that's what they want.
