You may have to wait until your rank levels up in order to access the Blog Control Panel. I'm not sure at what rank the user is allowed to post blogs.
Anyway, if you can't see the sections posted below then the membergroup where you currently belong does not have permission to do so.

Go to your Profile.
You'll see the Blog link at the bottom, click on it to access the Blog Control Panel.
Other options will follow.
