    you may have forgotten that GSIS is a Government Financial Institution and part of the Philippine government.

    korek ka dyan! but sad to say not all govt. employees are equal, in terms of salary ug benefits nga madawat. ang angay unta padak an ug suweldo kanang mga maestra ug sundalo.

    oh correct me if im wrong. but GSIS, though a gov't entity, is corporate in nature. and remember, it is not the GSIS President or c PGMA ang mo determine sa sweldo sa GSIS President kundi (if im not mistaken) ang GSIS Board of Trustees.

    and also remember that it is not only Winston who is receiving a competitive salary but also those GSIS Presidents before him...

    GSIS is already exempt from salary standardization by express provision of R.A. 8291.

    GSIS, SSS - that such corporations are not covered by the Salary Standardization Law.

    Section 43 of RA 8291 explicitly provides, as follows:

    “Section 43. Powers and Functions of the Board of Trustees. - The Board of Trustees shall have the following powers and functions:

    x x x

    “(d) upon the recommendation of the President and General Manager, to approve the GSIS organizational structure and staffing pattern, and to establish, fix, review, revise and adjust the appropriate compensation package for the officers and employees of the GSIS with reasonable allowances, incentives, bonuses, privileges and other benefits as may be necessary or proper for the effective management, operation and administration of GSIS, which shall be exempt from Republic Act No. 6758 otherwise known as the Salary Standardization Law, and Republic Act No. 7430, otherwise known as the Attrition Law.”

    Figures showed that at the sub-professional level, the pay of gov't employees is almost comparable to those in the private sector, however, at the professional level, gov't sector pay is, on the average, 50% lower with that of the private sector.

    For the executives, their pay is far below the compensation of their private sector counterparts, which is at 300% to 500% higher.

    Worst, the top-level positions in the National Gov't who make critical decisions of national interest even suffer in comparison with SSL-exempt GOCCs and GFIs.

    Some of the GOCCs which have been getting competitive compensation are GSIS, PDIC, BCDA, Landbank, TIDCORP, PEZA, SBMA, NPC, PHIC and SSS. The salary of the GSIS President is 5 times higher than the salary of the President of the Philippines.

    Data from the Asia Week 2000 showed that the Philippines ranked 3rd lowest among countries that give high salaries to career executives. Apparently, Singapore, Hongkong, Japan and Taiwan, and other Asian neighbors, pay their heads of state higher salaries than does the United States.

    With the proposed adjusted salary schedule, DBM has allotted a budget with a salary schedule to be implemented effective July 1, 2008 with the approval of the Congress.

    The current salaries of Career Executive Service (CESOs), which are at step 2 of applicable salary grade, are: the lowest ranking CESO receives a monthly salary of P26,859. The highest ranking CESO receives P35,813 a month.

    With the proposed adjustments for CESOs, rate of increases will range from 107% for CESO VI, SG-25 to 127% for CESO I, SG-30.

    The proposed modifications in the compensation and position classification system are anchored on the following governing principles: payment of just and equitable wages in accordance with the principle of equal pay for work of equal value; comparability of government compensation with those in the private sector; standardization and rationalization of compensation to promote social justice, accountability and excellence in the civil service.

    Let me go back to your old post telling us that GSIS is not a gov't agency, but a pension fund company. Now you are telling us that GSIS is a gov't entity. There is no argument that GSIS have its own charter but it is not a private corporation. As I have said GSIS is a GFI.

    Let's try to make this clear. Can we agree that GSIS is a part of the government of the republic of the philippines?

    These are corporations created or established by a special charter or law in the interest of the common good and subject to the test of economic viability.

    They are directly under the Government Corporate Monitoring and Coordinating Committee, which has the primary responsibility to monitor, coordinate, and conduct performance evaluation of all GOCCs.

    Some Phil. GOCC's are Napocor, Landbank, and Pagcor.
