the Pasig City government issued permit to the show organizer, isnt it a clear security plan should be one the permit requirements? clearly Pasig City is washing its hands.

it was not the DOJ.

it was an inter-agency. DILG usec. Marius Corpus as the chairman and Pasig City Mayor Eusebio as the co-chairman. the report was submittted to the DOJ and its now the DOJ that will persecute class suits base on the findings of the inter-agency.

there's obvioulsy a conflict of interest, bec. you can't have the very same people who had some connection to the incident investigating it. in any case, since the DOJ's job is to determine probable cause to support the filing of charges, they are not bound by the committee report esp. on those parts that "cleared" Pasig City and the PNP. but as the saying goes...."abangan ang susunod na kabanata...."

mao na ang problema ron... when it clearly shows that within each group's area of responsibility there are lapses in security.

the permit was only allowed half of the street... when the people started filling the whole street, they could have used their police powers to control them... ngano wala man? kay dili rally? onsa ang deperensiya?

onya kong dili i-blame ang police ani mag kat-on kaha sila ani? nga dapat they should be pro-active not passive in dealing with large crowds even if it is a private gathering?
