My answer is that a small Hotel serviced Western Style would meet his needs. It is Real Estate and earns a cash flow income from Offshore money (visitors) and is staffed by Filipino (local wages). See these three things 1. Real Investment in land and buildings 2. Income based on offshore economy $Dollars
3. Running costs based on local economy Pesos. I have experience here if you wish to know more.
