    I would like to thanks Winston Garcia for his courage in fighting the L*pez Business Empire which was backed up by his TV Network (AB*-C*N) as conspirator in hiding M*ralco anomalies for over 6 years until he exposed it.

    Recently, M*ralco had announced their price rollback for electric. For Manila, it was a very surprising and unbelievable action done by the said electric company because they never had done it before (being transparent to its customer). I don't know, if it was a part of their "Pa-gwapo" to regain the trust of their customer.

    Only a man with courage could take this step. Look at Jalosjos after he had exposed some of L*pez Business Empire's anomalies then he ended up in Muntinlupa Jail. Thanks! it never happen to Mr.Garcia (unlike Jalosjos he never bite any baits).

    Think of this. Imagine VECO. How about if they are making wrong decisions or attempting to divert all the money to another family business that will creates losses to company, then that losses will be shouldered to you(consumer) by means of doubling the cost of your electricity. Is that fair?

    Lucky for Cebuano, VECO is not like that. Actually, VECO has the lowest rate in the country considering the limited source and the cost of producing energy. Unlike with M*ralco where the source is less than 10 KM and the production cost is much more cheaper.

    Again...Thanks to Mr. Garcia without him, M*ralco will continue taking advantage of the people of Luzon. You're the man!

    Thus, proving Cebu as truly The Home of the Brave. The home of extra-ordinary men and women, who helped transformed our country into a better one despite of Manila imperialism.



    I accept that AB*-C*N is giant network and they could make a white person black or they can make people believed that the world is square not round. In short, they have been exploiting the innocentness of their viewers. That's reality and it always happen.

    For Cebuano, I know majority of you does not believe with Mr. Garcia and I know that the said giant network had something to do with what you believe and the information that you have then. I wish that forumer will be more vigilant than passive listener or reader.

    Actually, I supposed to be against Mr.Garcia since one of his sibling is close to one of my relatives who claimed some of our ancestral land in provinceside of Cebu. But it is just a parcel of land, maybe a couple of hectares compares to Millions Filipinos he helped (includes Million of Meralco consumers and thousands GSIS beneficiaries). But, I hope that his sibling won't get involve in our family dispute over our ancestral land.

    Default GSIS and Mr.Garcia

    I was wondering why these Communist based labor group in GSIS have been trying to oust Mr.Garcia as President of this agency despites of his brilliant new Policies and Programs(P&P) for GSIS members. Until, I have learned that corruptions in GSIS have been very rampant before Mr.Garcia took over.

    Why Mr.Garcia should be ousted?
    Before you answer this question, you must put yourself to the place of those employees or other people who are against of his Policies and Programs. And do some research such as "Who are they "and "what kind of employee they are?"


    I am sure once you have it, your answer will be: "His brilliant new policies and programs" itself. His policies and program will surely affect the life of thousand of GSIS Corrupt employees and officials and their ghost beneficiaries who have been feasted the fund for many years, making red tapes activities common and causing GSIS fund to its critical level, which will last only until 2025. Bad for government employees.

    But after few years of leading GSIS, Team GSIS-Garcia had made their significant achievements, making GSIS fund secured until 2050. This was indeed difficult and near impossible to achieve considering those corrupt employees and officials around him who have always planned to throw him out. But, because of his willingness and courage to transform the entire GSIS system and work culture of GSIS employees then.

    Some of his policies and programs are:

    1. Automation - with automation it lessen human intervention and it will speed up the process of transaction from 3 months to less than 2 weeks. But once GSIS had improve their IT system to near perfect then transaction would only takes 24hrs or less depending on how fast employees will do the manual verification.

    advantages:
    1. Eliminate corruptions.
    2. No more job for fixers.
    3. Speed up transaction
    4. Secured and easy to audit
    5. All transactions are traceable
    6. Cost effective and sometimes generate income.
    7. Save millions funds compare to manual work.


    2. Ghost Beneficiaries or unfair pension -GSIS is currently updating the posting of optional premiums to identify who should be given optional policy dividends. On the past years, GSIS gives dividends even to those non paying members, making it unfair for those who are regularly paying their premiums. I think this is in connection with the GSIS' Premium based policy, "what you get is what you paid for".

    3. Employees and officials professionalism - Garcia had implemented a performance based promotion and salary increase. These means, saying goodbye to those lazy days of our GSIS employees before most of them are relaxing and wait until 5PM, spending their time in chatting or doing make up while their poor client/member are waiting for hours just to process a simple transactions. It means that an employee will not be promoted unless she improve her daily transaction output and her salary increase will depend on her performance.


    About e-card or other innovative solutions provided by GSIS to its member. Well, it is natural to have the system bugged down occasionally, it is a part of computerization. Have patient. Two or three years from now I'm sure that system will work almost perfect and less downtime. And last most conservative members are not used to it. They must adapt for awhile and convenience will follow.

    VECO, now majority owned by the Aboitizes, is now actually in the process of limiting the free electricity perks of their employees to 650 KWH (or roughly worth 4K of electricity) per employee per month as a means to curb systems loss.

    many VECO employees including their union frown about this, coz for years, if not decades, they have been traditionally enjoying free flowing electricity in their homes. one relative of mine who works in VECO said he is enjoying 20K worth of free electricity in his home. wala gud kunoy pawong2x sa aircon...

    can Meralco do that radical change like VECO too? i don't think so.

    maayo man ta dire ky dili man ta Meralco. but to those Manila consumers, they are even thanking Winston for the effort he has done to instill transparency in Meralco.

    Actually, I don't know the guy, though I met not only once his wife, through common friends. I still think Winston, in spite of his "volcanic eruptions like emotions" is still doing good in trying to make a good system work in the GSIS.

    define and measure good job sir... please don't quote those self-serving news clippings, ask the GSIS pensioners that you know, I'm pretty sure that majority of them have all the "good things" to say about him.
