NoKor wouldn't be branded as a state sponsor of terrorism for no reason.

The secretary general cited the North Korean missile launch as a violation of UN Security Council Resolution 1718, which prohibits North Korea from making such launches or conducting nuclear-weapons research. Some observers believe that North Korea had already tested a nuclear-type weapon in 2006.

Japan protested kay gusto sa Japan i-uli ad ang mga abducted Japanese for them to consider N. Korea as not a terrorist country. Could be, but the fact Nokor uses the term "Satellite launch" (to hide their intentions) as an excuse makes it justified. They take advantage to The Law Of Outer Space which give them the right to launch a satellite. Thats why the UN Security Council couldnt make a decision or let say was split about punishing new sanctions against Nokor.
