need help! how to upload a picture/avatar?!

is there anyone who can help me how to upload avatar and picture on my profile?
im just new here so i dont know exactly where to upload a picture.
bisag asa ko mangita wala man ko makita.
naa ko masudlan sa edit avatar pero dili man pwede maka-upload...no sign of upload a pic!
is the administrator disabled my account in downloading a picture?

somebody help me!

pagparticipate nya maka abot daw kag 30 posts pede na maka upload.
though wala ko nakakita sa logic ani nga rule, pero mao na cya.

hehehehe..bitaw noh! daghan napud ko kaila ug nakit-an diri nga junior na o senior pero wala gihapon avatar...basig wala pud sila kabalo noh...hahahahaha! lol
