Sure. I suggest that you:

1. Download Apache HTTP Server specific to your platform from http://httpd.apache.org/.
2. Download PHP from http://www.php.net/.
3. Download PostgreSQL from http://www.postgresql.org/. MySQL is fine, but it's still a toy database even at version 5, and your better off learning PostgreSQL.
4. Download the PHP documentation from http://www.php.net/download-docs.php. Many formats are available, but I think CHM is the most convenient.
5. Download the PostgreSQL documentation from http://www.postgresql.org/docs/.
6. Think of a project and implement it in PHP + PostgreSQL. I know we have different learning styles, but you may find learning most effective this way. :mrgreen:

pwede sa bro kung nakasetup na ka then wala pa ka nahunahunaan nga project..ngita lang sa tutorial sa net then i download or pangita ug ideas sa net para sa imong mini project then i implement in php..good luck bro!
