Mandaue set to ban trucks from main roads
MANDAUE City Mayor Jonas Cortes wants to ban large trucks from the
main streets during the rush hour starting next month to decongest
traffic.
The traffic board will prepare guidelines, but board member Kit
Bagaslao, a lawyer, sees no need for a public hearing since the
measure will only regulate traffic and not close the streets.
Cortes, who manages the traffic board and who will submit his proposal
in their meeting today, said the plan is to keep vehicles with six
wheels and more from using the main streets from 6 a.m. to 9 a.m. and
from 4 p.m. to 7 p.m.
These streets include the North Road and Plaridel St.
Mandaue will enforce the ban only on weekdays, not on weekends and
holidays, according to the plan. Buses and other public utility
vehicles will be exempted.
If this is approved, the city traffic board will coordinate with the
Philippine Economic Zone Authority (Peza) officials in Lapu-Lapu City,
since the economic zone's tenants will be affected. These export firms
rely on large trucks to haul imported raw materials or bring finished
goods to the pier.
If the ban cannot be enforced next month, the plan is to begin
implementing it during the summer, in preparation for the school
opening season.
Lapu-Lapu City has been enforcing a truck ban since 2004.
City Council Secretary Francisco Limpangog cited Sangguniang
Panlungsod Resolution 0343-2004, which bans the passage of trucks,
vans and haulers weighing beyond 4,500 kilograms on designated streets
from 6:30 a.m. to 8 a.m. and from 4 p.m. to 8 p.m.
Among the streets covered by the ban are the main roads leading to
Barangay Marigondon and the road to the public market from the first
Mactan-Mandaue bridge.
Most major accidents in Mandaue City happened during the rush hour and
involved large trucks. They caused traffic jams as a result.
Last April 3, 2008, a dump truck fell on its side after a prime mover
hit it at the intersection of Jose Rizal and H. Abellana Sts., causing
one of the biggest traffic jams last year.
On April 17, 2008, another massive traffic jam occurred near that
intersection, when a Cebu City-bound six-wheeler truck reportedly lost
its brakes, hitting three vehicles. (OCP)
