im not sure on this error but it might be an error caused by an improper ROM update. Have you tried flashing a new ROM onto it? Try the Gizmos and Gadgets forum and start a thread and ask for help. I'm sure there are people on Istorya who could help you.
From the sound of it, this is a software problem. If it were hardware it wouldn't be a device.exe error. Try to read on it on the forums over at News
You can also try: xda-developers - Powered by vBulletin
or Palm Treo 750 upgrading etc. - xda-developers
This might be even good for you as there are ways to update to winmo 6.1pro or even a beta 6.5
(beta's are buggy though)
