Possible ra mag host sa globelines. Globelines user ko ug ga gamit ko sa no-ip, pero mag restart lang ko pirmi sa router until ma sulod ko sa 120.xxx.xxx.xxx na ip range kay diha raman ang wala ni agi ug proxy.

You could verify this using "ipconfig/all" in windows all or "ip route ls" in linux.
If it is on the range of 192.168.x.x, 10.x.x.x or 172.16.x.x-172.31.x.x then you have no luck.
Your ip is masquerated or your router uses NAT (network address translation).

For port 80 (http) to pass through NATted routers, you *must* do port forwarding. Meaning port 80 of the WAN IP of your router will be forwarded to port 80 to the private addresses of your computer.
