Bayani Fernando is the guy who came up with the *****ic idea of requiring that plate numbers be put on motorcycle helmets!

That was truly dumb. But what was worse is that the guy insisted on it for months, even when the police themselves told him that such a measure would not help prevent crime or catch criminals.
