A mini-railway scam is a-brewing.
It may not be as big a scam as the Northrail project, but it still comes up to over half a billion pesos of the Filipino taxpayers' money, which went for payment of a metrorail system that never was, as proposed.
It appears that the Arroyo government is all ready to shell out US $5 million, or P275 million to a Canadian firm for a feasibility study on the Light Rail Transit 1 extension which was never used and earlier disapproved.
The P275 million payment is apart from the earlier payment made to the same Canadian firm, which was of equal amount.
Senate Minority Leader Aquilino Pimentel Jr. yesterday advised the government not to be duped into shelling out the millions to a Canadian firm for a feasibility study for the LRT which it never used.
Pimentel questioned the legal basis for the payment of the fee to the Canadian firm SNC Lavalin considering that the government had already junked the company's unsolicited project proposal for being too expensive and for other terms found to be disadvantageous to the government.
He expressed dismay over the endorsement by Light Rail Transit Authority (LRTA) Administrator Mel Robles of SNC Lavalin's payment claim to the Department of Budget and Management (DBM).
Saying he found no justification for paying the Canadian contractor for a project proposal
that has not taken off the ground, Pimentel said the government should not allow itself to be taken for a ride through unethical practices of certain business firms.
We have to exert effort to put a stop to the systematic looting of the people's money,? the minority leader said.
The most distressing sign of the failure of EDSA I is the bland disregard of the mandate to eradicate the iniquitous vestiges of the previous regime. The most vicious of such vestiges were corruption and oppression, and they are still with us today.
The purity of the ballot was cold-bloodedly ravished in the elections last year. President Gloria Macapagal-Arroyo herself has acknowledged her "lapse in judgment" in her supposed instructions in the Garci tapes. She is also charged with spending hundreds of millions of tax revenues to fund her profligate election campaign. The Commission on Elections is as notorious now, if not more so, as during the dictatorship.
Ms Gloria's husband and son are accused as the major beneficiaries of the jueteng payola. The Venable contract and the NorthRail Project are being investigated by the Senate for certain surmised irregularities. While venality during martial law was hogged only by Marcos and his privileged co-conspirators, now it is widespread and no less avaricious. It infects every level of society from MalacaƱang to the barangay.
The checkpoints are back, together with unwarranted warrantless arrests and torture of suspected criminals. Amnesty International has rated the Philippines among the countries least respectful of human rights. The old policy of maximum tolerance of peaceful assemblies has been replaced with "calibrated preemptive response," or the use of violence against peaceful legitimate grievances. We are now under a de facto martial law without the safeguards of the Constitution.
If MalacaƱang scoffs at the measly demonstrators now compared to the millions who milled at EDSA I, it is because many citizens, while also indignant as those who deposed Marcos believe that another EDSA will also accomplish nothing. The evils of his past misrule are still with us, with one more shameful but avoidable addition. It is the refusal of the people to correct and condemn such evils instead of supinely accepting and even condoning them. Such is the futility of EDSA I.
The more reason we should adopt the New World Order.
