It should be always up to prevent dirt/urine etc from settling on it.

It should only go down when you want to sit on it. But, make sure it is clean before sitting on it. hehehe

I've said this before; I don't LIKE (hate is too strong a word) guys who swear too much or drinks too much. Also guys who beat around the bush and use weird expressions like "pag sure oi" too much. Some forms of profanities and modern expressions can actually give more meaning to a phrase/situation but only when the timing is right.
