Transport groups ready to cut jeepney fares by 50 centavos

TRANSPORT groups have agreed to lower the minimum fare by 50 centavos after fuel prices hit the P35 mark, so there is no reason for the Land Transportation Franchising and Regulatory Board (LTFRB) not to issue an order now, a Cebu City legislator said.

City Councilor Sylvan Jakosalem reiterated the need for the LTFRB to come up with a matrix adjustment scheme that sets the corresponding fare for a particular set of fuel prices.

This, he said, benefits both the public and the drivers since lower prices of gasoline and diesel would automatically mean lower fares. When fuel prices rise, drivers are shielded as fare automatically adjusts also.

Jakosalem heads the Cebu City Council committee on energy, transportation, communication and other utilities.

He said he spoke with Ryan Go of the Cebu Integrated Transport Services Cooperative (Citrasco) last week and was told that the group will lower the minimum fare by 50 centavos—making it P7—after the oil companies enforced a major price rollback over the weekend.

What Citrasco is waiting for, he said, is for the LTFRB to issue the order.

Jakosalem said he met with leaders of other transport organizations, particularly the Visayas United Drivers Transport Cooperative and the Alyansa sa Nagkahiusang Drayber-Operator Alang sa Reporma two weeks ago and was assured they will reduce the minimum fare to P7 if fuel prices reach around P35 per liter.

That is already the situation, he said, so what is needed is for the LTFRB to simply issue the order instead of waiting for petitions and for its Manila office to hold a hearing, which takes months.

With major oil companies reducing prices by at least P5 starting Saturday, gasoline prices are now between P30 and P39, while diesel prices range from P32 to P40.

“All that the LTFRB needs to do is just to give the signal. As early as now (yesterday) or as soon as work starts on Tuesday, the minimum fare should be adjusted
    already,” Jakosalem said.

“The PUJ drivers also feel the pain of the public and are willing to collect lower (rates),” he added.

The councilor is pushing for an automatic matrix adjustment formula so that changes in minimum fare are immediately observed without having to wait for Manila officials to act on petitions.

He said that while drivers’ groups could immediately demand fare adjustments, there is no organized consumer group in Cebu that will take the cudgels for the public in petitioning for lower fares.

Jakosalem said that with a matrix adjustment formula in place, however, the public gets to immediately benefit from whatever reduction in fuel prices
