the entire structure of your system exists like file share sites,torrents(********.com), the only diff your trying to point out is this is mainly for programming docs, to get supporting docs of something that hasnt been done yet(the title of the system), just do a survey to support it, interview teachers/students what they think of the system, will it help them so so so..and generate charts to show the scale of those who think its feasible, those who think its eh., and those who think its not needed,

with a phrase 87% of students think its..blah..blah, and helps in emergency circumstances..;''

for me i think this system is necessary to archive all the documentation of any system/project made by your school so that upcoming generation of comsci/it/im students will see what their fellow students achieved, they can also use the documents as guide/reference

Yes, exactly... I think this is the goal of ycole. There are two options comes to my mind here its either CVS or SVN... I don't want to discuss either about the two, but to share on my side, We used SVN now, due to some policies that cannot be implemented in CVS... you will find a lot of discussion regarding CVS vs SVN...maybe this is a good start for ycole, to examine both advantages and disadvantages...

@ycole, you must get ready also for this topic... otherwise you might cram during your defense if someone else in your panel list ask you about how your project related and differ on this existing technology.
