Default Private Emission Testing Centers, do they really help clean the air?

Do you have a car? renewal of registration requires Insurance, CEC (Certificate of Emission Compliance)..etc. PETCs are privately owned testing centers that are accredited by the Philippine government to help protect the air quality. We cannot renew our vehicles registration without passing the test first. Come to think of it the quantity of the motor vehicles here in Cebu and when I pass by the testing centers I could see that there are only few. Is there a possibility of none appearance , are they really effective or its just another scheme to ge a run for our money?

Actually if you are referring to agencies as in the Govt, they are not a Govt agency, but accredited. pla raman ang accreditation ana ug annual dues plus taxes gamay raman. Actually ang nahitabo ana they were made to exists because the gov cannot afford to make MVIS (motor vehicle inspection stations all around the Philippines, instead they attracted investors for the clean air act.

kana btaw emission testing, it not a guarantee man nga pasado ka perni, but on actual ra para renewal. You can easily adjust the load screw kung gus2 ka pakusgan sa diesel. Nya sa case nimu, I think nga gasoline nah, and ge measure ana is carbon monoxide and hydro carbons. and adjustment ana is the AIR-FUEL mixture para makapasar. FYI testing machines cost around 300k and maintenance at 50k per year.
