Filipinos want Arroyo out

A NATIONWIDE survey of the IBON Foundation Inc. shows that 83.09 percent of the respondents are not satisfied with the performance of President Arroyo.
Gaining a favorable response of only 8.35 percent, Mrs. Arroyo, the Ibon Foundation’s third-quarter nationwide survey said, fell to her lowest performance rating of -74.74 percent in this survey.
The “unsatisfactory” score of the President has increased from the 77.37-percent recorded in the second quarter (July) survey to 83.09 percent. Some 1,135 of the 1,366 respondents gave her a failing mark.
Contacted by The Manila Times, Executive Secretary Eduardo Ermita brushed off the results of the survey, saying that Malacañang is hoping to get a better rating in the next survey.
“Kanya-kanya naman silang survey, ang mahalaga pangalagaan natin ang ating sariling bayan para sa ganon kung ano man ang kapansanan na napupuna ng iba ay ma-improve natin ang ating standing [There have been so many surveys, what’s important is that we look out for the welfare of the country so that, in whatever we lack that others notice, we will be able to improve our standing],” Ermita said.
The Ibon Foundation said the dissatisfaction with the performance of Mrs. Arroyo has continued to increase since she won in the 2004 May election.
She got an unsatisfactory rating of 76.33 percent in the October 2004 Ibon Foundation survey, the first to be conducted after the presidential election.
In the December 2004 survey, Mrs. Arroyo’s performance rating fell to 79.89 percent. Her performance posted a slight recovery when she got a 76.38-percent unsatisfactory rating in the March 2005 survey.
Rosario Bella Guzman, Ibon Foundation executive director, said the latest survey held from September 26 to October 7 is the first to be done after the impeachment complaint against the President was dismissed by the House of Representatives.
“Among the factors that could have an effect on her performance rating is the junking of the impeachment complaint [by her allies in the House], which leaves a lot of questions unanswered,” Guzman said in a telephone interview.
He also cited the President’s “unpopular economic policies” including the expanded value-added tax. This has further dragged Mrs. Arroyo’s satisfactory rating down.
Meanwhile, the number of people who want the President replaced also increased to 64 percent from 46.41 percent in the July survey. Out of this 64 percent, 42.5 percent said Mrs. Arroyo should be removed through a people power, while 29.6 percent wanted her to resign.

Govt posts P27.7b deficit in September

The national government posted a budget deficit of P27.7 billion in September, reversing the P1.75 billion surplus in August due to higher interest payments, more releases to local government units and additional subsidies extended to government-owned and controlled corporations (GOCCs).
Despite the shortfall incurred last month, the national government was P37.4 billion below the programmed deficit of P145.9 billion from January to September after posting a shortfall of only P108.5 billion in the first nine months of the year.
Buoyed by the strong fiscal position in the first nine months of the year, National Treasurer Omar Cruz told reporters that the government was confident it would meet its budget deficit target of P180 billion, or 3.4 percent of gross domestic product this year from P187 billion or 3.9 percent of GDP last year.
“The momentum looks good and we can easily meet the P180 billion programmed budget deficit for the year,” Cruz said in a press conference.
Cruz said the national government exceeded its programmed budget deficit of P25 billion for September by P2.7 billion.
The deficit last month was a 10.3 percent improvement from the P30.8 billion shortfall booked in September last year.
Revenues last month amounted to P59.3 billion, up 9.9 percent from last year’s P54 billion and almost 1 percent above the programmed P58.5 billion for September.
Revenues collected by the Bureau of Internal Revenue jumped 17.2 percent to P38.2 billion in September from P32.6 billion in the same month last year but was P300 million short of its target of P38.5 billion.

SATISFACTION with President Arroyo’s performance dropped to its lowest rating of negative 74.7 during the third quarter, the research firm IBON Foundation said yesterday.
Of the 1,366 respondents, 83.1 percent found Arroyo’s performance "unsatisfactory," compared with 77.4 percent recorded in the 2nd quarter.
Those who believe that Arroyo performed satisfactorily fell to 8.4 percent in the third quarter from 14.9 percent in the previous quarter.
The net satisfaction rating of Arroyo a year ago was a negative 67.9 percent.
Dissatisfaction with Arroyo’s performance was not limited to Metro Manila but distributed across the 16 regions, indicating the President’s increasing isolation and the people’s widespread disillusionment against her governance, IBON said.
In Region VII, regarded as an Arroyo bailiwick because she supposedly won an overwhelming majority of the presidential vote in Cebu, 78 percent of respondents were not satisfied with her performance
