i m self would say that some provisions of RA 9165 should be amended.there is no such this as a perfect law and from 2002 up to present the law has been tested and problems had been identified and one of it is the provision on mandatory drug test for driver's license application.

it had been made into milking cows by fly by night drug testing centers.as per ddb statistics only 0.06% had been found positive for drug use among millions of applicants.

DON'T BLAME LTO, but blame Congress (and Senate) for inserting and approving that useless entry in RA 9165...otherwise, u will be barking at the wrong tree.

Section 36.
(a) Applicants for driver's license. – No driver's license shall be issued or renewed to any person unless he/she presents a certification that he/she has undergone a mandatory drug test and indicating thereon that he/she is free from the use of dangerous drugs;"

as far as LTO is concerned, they are just the implementors of that law provision.

yes, mao jud na ang buhaton sa mga driver nga addict, nig hapit na mo expire ang ila drivers license mohunong usa sila, then after renewal balik na sad.....lusot lang japon.

Actually it make sense nganong mag bayad 2x man ta ug extra pesos for a drug test to get a DL? may'g nag apply ta'g work kay naa gyud kay waiver that you must submit yourself for drug testing.

Naa man gani uban drug testing centers na wala paka mahuman ug ihi, nag print na sila sa result.. Inig hatag nimo sa ihi ila napud dayun hatag ang imo result.. sa ato pa wala jud diay testing nahitabo...hehehe
