Yes they can if they are deputized... NOT ALL CITOM personnel are deputized... You can always differentiate between those who are and aren't.. Those deputized usually have two IDs, the CITOM ID and LTO deputized agent ID, they have also have TOPs, non-deputized ones only have citations...

There are very few LTO "ORGANIC" personnel that's why they need to deputize.

please stand corrected sa imong understanding on the definition of "scooters". A scooter is simply a type of a motorcycle. A scooter is a motorcycle.

Untrue. many motorcycles come with mag wheels as stock equipment, It is NOT only for racing. Furthermore, if a person wants to put racing wheels there is NOTHING wrong or unsafe about that.

    7. Changing of the front wheel fairings to an aftermarket design. - most do this ky para pang racing. di pwede.
That is not proof that the person will engage in illegal racing. This already presumes guilt and is therefore unconstitutional.

    8. Changing of the brake discs to a larger diameter for more accurate braking. - again, very large brake discs areonly for racing. that's why it's a violation.
Untrue. Very large brakes can be used for other purposes. Again, this presumes guilt without an actual crime being committed. Uncomstitutional.

There is NOTHING wrong with making a motorcycle look like it's for racing. There's nothing wrong with masking it function like a racer either unless it compromises safety. No one can be apprehended for having the CAPACITY to commit a crime. Doing so ASSUMES guilt, even when no crime has been committed. This is a violation of the Constitutional provision of presumption of innocence.

Any LTO personnel who attempt to enforce this *****ic AO should be placed under citizen's arrest.

BUT naka MAG WHEELS ko nga which is stock na sa tindahan gi palitan nako. dakpun bako ana?

    diba mag wheels bawal?

duha raba ka types ang gi baligya sa tindahan with MAGwheels and original spoke.

HOW DOES the LTO know nga original magwheels issue sa sa tindahan? and would they believe in me?

mura gud na ug drugs nga save the user jail the pusher....

(bali man dinhi sa pilipinas kay save the pusher kill the user man)
