using those help tools like frontpage, dreamweaver ug uban pa will help u na mas pas-pas ang developement sa imong project... also mas mka play ka sa imong layout... but of course ok pud if u have an idea of how those HTML woks.. kc ang codes sa imong Dreamweaver are based on HTML mn ghapon...
all you need is a pc and a book bro... and your motivation... if you read a basic book on php, there are a lot of it on the shelves of your library I suppose if your in college... Youll learn systematically on how to program using php or any other language..

first learn gyud html, fundamentals na xa sa web. then css..
like others advice start with photoshop, dreamweaver...naa napod nga third party application for css...

While you don't have PC, You can spend your time learning HOW to use the languages or what tools to prepare before doing hands-on. Keep notes what things to prepare.

What age are you now? If you are young, You have a lot of time learning it.
Eventually, I was able to upgrade a very good PC after earning some. I spent my own DSL connection too.
Please don't be discourage, programming is a SKILL, not mainly an academic achievement from school.
Focus on 1 programming language, master it.

What do you mean dodie mag start ko sa C ? Nag work man ko sa web services na company pero wla ko sa web na account. Mao gusto ka mahibalo pero daghan man sila mga istorya na lisod and everything mao nag lisod ko. Grad nako sa comsci, medyo limot ko mga codes.

Does it bother you? If you master 1 language, then it will be easier for you to move to another language.
I recommend to start with C or Java if you want to be professional and for your future career.
Even me I started working and stopped schooling at 18 (4 years ago). I just doin my own way of learning those. Until now I don't know VB or Flash, i don't have time for it. heheehhe.
For computer specs, I recommend to buy good enough performance computer for application, NOT FOR GAMING. With programming you are messing with memory or hardware or processing. Dont' have to be expensive PC.
Again, Programming is a SKILL, you don't have to pay much to learn those. Just download CHM or ebooks, and self study. Experience is your best teacher. At least you have your own Mentor to guide your way.
