    i just dunno how our president appointed someone as Chavit to the position of Deputy National Security Adviser. Honestly, i'm not really against it. First comes to mind is "utang na loob" but i think that's not only it.

    Let's study Chavit's life and career in a nutshell:

    Luis Crisologo "Chavit" Singson (born June 21, 1941) is a Filipino politician. He is the incumbent Governor of the province of Ilocos Sur, PhilS since 1998. He ran for the Senate in the 2007 Elections in the Phils but he lost.

    Gov. Singson started out as a businessman .He then entered politics, becoming a political kingpin in his province for 28 years, and later playing a significant role in Phil politics and democracy. He is currently the Governor of Ilocos Sur, a position he has held for 22 years.

    His Role in EDSA II

    Singson is known to have started EDSA II, when in Oct 2000 he alleged he gave Pres Joseph Estrada Php 400M as payoff from illegal gambling profits. On Oct 16, 2000, he accused the Estrada, as the "lord of all jueteng lords" for receiving 5 million pesos protection money from jueteng every month during his term of presidency. He also accused the president of receiving kickbacks from 170M pesos excise tobacco tax. This is equivalent to taking more than US $10 million in bribes from illegal gambling lords as well as another US$3.4M in tobacco tax kickbacks.

    His exposé ultimately led to the impeachment trial after he accused the President of receiving over P400M in bribes from jueteng operators.

    His Role in the Hello Garci scandal

    In 2005, during the nation's Presidential Hello Garci scandal, Singson claimed he had a tape of a conversation where the jailed president Joseph Estrada stated he was planning to return to power by disposing whoever would lead the transitional gov't after current president Gloria Arroyo resigns.

    GMA Slay Plot

    In July 14, 2005, Ilocos Sur Gov. Luis "Chavit" Singson made public yesterday a supposed wiretapped conversation revealing former President Joseph Estrada supposedly orchestrating plans to assassinate President Arroyo and former President Fidel Ramos to make way for a transition government.

    Singson told a a news conference at the Sulo Hotel in Quezon City about the details of the alleged assassination plot against Mrs. Arroyo with Sen. Panfilo Lacson among the key players working behind the scenes to set up a transition government along with Ramos to replace her.

    Ramos, who is supposedly referred to as "Tanda" in the tapes, would subsequently be eliminated by poisoning.

    'CAVIT'* SINGSON* BARES* GMA* SLAY* PLOT

    "Considered as one of the most powerful Filipino politicians, Singson is not known for playing second fiddle to anyone, other than the President. He played a key role in events that led to the ouster of Pres Joseph Estrada in 2001.

    His exposé which led to Estrada's impeachment and forced resignation also led him closer to Ms. Arroyo, who became the biggest beneficiary of the uprising by succeeding Estrada by virtue of her being vice president." ---GMANews.TV

    Hero of EDSA II

    In the national scene, GOVERNOR LUIS “CHAVIT” SINGSON is popularly known as “Hero of EDSA II” after a national uprising where he courageously went against his friend and ally when he publicly accused then President Joseph Ejercito Estrada as the “Lord of all Jueteng Lords.” (source: lpp.gov.ph)

    Father of RA 7171 (Tobacco Excise Tax Law)

    He is popularly known by Ilocos Sur people as the “Father of R.A. 7171” when he authored the Tobacco Excise Tax Law which brought billions of pesos to all tobacco-producing provinces from their mandated 15 percent share in the excise taxes of Virginia Tobacco products. The R.A. 7171 fund releases are pro-rated on the basis of the volume of production per province. The passage of the Tobacco Law is considered as his most notable achievement which benefited tobacco farmers and Ilocos Sur to a great extent, hence his monicker, “Father of R.A. 7171.”

    ILOKANDIA LIVING HERO: Father of the People of Ilocos Sur

    The people regard him as their living hero – “BANNUAR TI ILOKANDIA.” When he entered the gov't service, he bravely herded the goons or “saka-saka” and private armies who sowed terror and disorder back into the folds of law. He was also responsible for dismantling the tobacco blockades which allowed the farmers free trade of their products.

    He was determined to uplift the living conditions of his constituents especially at the grassroots, working double-time for the province’s industrialization. Under his new political mandate, a provincial masterplan was drawn, contracts were inked, infrastructures mushroomed – Ilocos Sur metamorphosed from a third class to a first class province.
