@Lyt - for a bit of history, in the mid-1970's Marcos ordered the creation of "Export Processing Zones" throughout the country - in Mactan, in Bataan, even in Baguio. MEPZA, as in "Mactan Export Processing Zone Authority", was opened in 1979 along the road going to the airport; this is what is now known as MEPZ-I. i should know - i have a pending case where one of the factual issues is when a parcel of land was transferred from the Mactan Airport for use by MEPZA, now PEZA.
PEZA came along in the 1990s, as it was created to take control over all the export processing zones. this can be attributed to Lito O, since he was FVR's economic czar during that time. it was also in the 1990s that MEPZ-II was created. that, again, can be attributed to Lito O.
^^^ so it all boils down to who really was the visionary on these? of course Marcos. Nisakay nalang nang uban diha parehong Lito. So di natu palabian ug pagwapo ng mga Osmena. I don't like the Garcias either but credit should go where it is due.

we are just trying to state facts here. if it consequently gave "pogi points" to the osmenas then that is purely incidental. do you think cebu will be what it is now if not for the osmenas only? what did the old political families do like, the garcia, abineses, martinezes, duranos, ouanos, radazas, etc.?
the ramas are okay but they are lawmakers and not as dynamic as the osmenas. the only downside of the osmenas is their family feud.
and i believe marcos was a visionary himself.

Bai, I don't want to give it so much amplification on your arguments as Minuano27 has already pointed out facts that is was during Marcos time that MEPZ, MEPZA or whatever, call it whatever you like, was the idea born, and obvioulsy not incidental. As what the saying goes, GREAT PEOPLE talk about ideas (vision), AVERAGE PEOPLE talk about things, SMALL PEOPLE talk about other people.
Now if you want to insist that Lito is the brain child of these kay imo gyud pagwapohon ug maayo si Lito. Go ahead and enjoy it.
this is not about me, i am just trying to point out that considering what minuano27 said, it was still an osmena who marketed cebu,
during marcos time everything was owned by marcos.
a good example is tourism, cebu was the tourism place during that time because of cebu plaza, tambuli, argao then the fonaciers opened bohol and cebu beach club. yes they were marcos cronies, but they made the initiative and marketed cebu as an island in the pacific not cebu philippines. with this premise, would you still say it was because of marcos? going back to the topic, it is the same thing as what lito did.
kung wala si lito ni market sa cebu even after marcos put up MEPZA, EPZA, PEZA or whatever, mapuno kaha nga nag MEPZA ron? naa kaha ng cebu business park ron? trancentral highway? balamban shipmaking among others? nga sa una gibabagan ug gi question ni tingting sa una.
a simple yes or no will do.
