Moro Islamic Liberation Front (MILF) commander Abdulrahman Macapaar on Friday denied ordering the massacre of civilians, including women and children, in Kauswagan and Kolambugan towns in Lanao del Norte early this week.
Macapaar, alias Commander Bravo, who leads the MILF's 102nd Base Command in Lanao del Norte, told ABS-CBN News Chief Correspondent Korina Sanchez that it was the group of Alvin Canto, leader of the 31 Moro fighters who surrendered to the military Wednesday night in Iligan City, who was responsible for the massacre in Barangay Lapayan, Kauswagan town.
In the telephone interview with ABS-CBN News, the veteran MILF commander said that after he learned of the massacre in Kauswagan town, he formed a group to fetch Canto's group and bring them before the MILF's court martial.
"Sila talaga iyong pumasok doon sa Lapayan. Noong nalaman kong sila ang pumatay sa mga sibilyan, bata at babae... Tumakbo sila sa gobyerno ng Pilipinas. (I did not order the massacre. They were the ones who raided Lapayan. When I learned that they killed civilians, children and women, they ran to the government of the Philippines)," he said, referring to the Philippine Army based in Iligan City.
Commander Bravo said Canto's group were all "probationary" soldiers of the MILF. Canto had been with the 102nd Base Command for two years and then quit, he said.
He said the group was allowed to return as probationary members of the base command just recently. He said the group's probationary period was three months.
Commander Bravo, meanwhile, admitted that because he is the base commander, he is usually held accountable for the actions of his soldiers.
He, however, denied any direct involvement in the killings.
He said he could not have led the raid in Kauswagan town because he was inside their camp in Maguindanao when it happened.
"Paano ako gagawa, nandun ako sa bundok. Nandun ako sa kampo naming (How can I led the raid when I was in the mountain, I was in our camp)," Commander Bravo said.
The Department of National Defense said in its "Complex Emergency in Mindanao" report that a total of 26 people were killed by Commander Bravo's group in Lanao del Norte. Majority of the fatalities were residents of Kauswagan town.
Earlier, the MILF said in a statement on its website that Canto’s group is not legitimate members of Commander Bravo’s command.
It said the 30 alleged Moro fighters are members of the Higaonon tribe and are actually Christians living in Barangay Rugongen in Iligan City.
The MILF said the supposed surrender of Canto’s group is a ploy of the government to discredit the rebel group.
It added that the government was trying to cover up for its "treachery" in Kuala Lumpur in Malaysia on August 5, or the government's failutre to sign the Memorandum of Agreement on Ancestral Domain (MOA-AD) with the MILF.
In response, a Major Eugene Batara, spokesman of the Western Mindanao Command, challenged Bravo to help the military capture those involved in the atrocities in Lanao del Norte if he was really not involved.
Interior and Local Government Secretary Ronaldo Puno called Bravo a liar and a "denial king" for blaming others for the atrocities.
‘Bravo’s lair overtaken’
Meanwhile, the military’s Western Mindanao Command (Wesmincom) in Zamboanga City claimed Friday afternoon that its troops have already taken over Commander Bravo’s lair inside the Bilal Complex in Maguindanao.
A copy of the takeover report obtained by ABS-CBN Zamboanga described Bilal Complex as "a series of satellite camps stretching 20 kilometers along a road corridor."
It said it was in Bilal Complex where Commander Bravo seeks refuge.
The Wesmincom report said the troops’ entry into the Bilal complex is a "headway" in the pursuit operations against Commander Bravo’s group.
It added that Task Force Tabak, the group ordered to pursue Commander Bravo’s group, has enough force to accomplish its task.
Charges of murder, arson, robbery in band, and serious illegal detention have been filed by the police against Commander Bravo and his sub-commanders identified as Abu Sawaf, Abu Sabair, Alin Pangalian, Lunday Dayaan or Commander Topsider, Commander Luksa Datu, Commander Macaslang, Commander Mercury, Commander Santiago, Commander Minsupala.
President Arroyo has issue a P5-million reward for the capture of Commander Bravo.
The same reward money is being offered by the government to those who can give information that would lead to the arrest of Ameril Umbra Kato, commander of the MILF 105th Base Command. Kato allegedly instigated attacks in North Cotabato that displaced 160,000 people.
Umbra Kato has also been charged with the same criminal charges for the atrocities in at least 15 villages in North Cotabato last week.
The military and the police claim that Umbra Kato’s men have been pushed away from North Cotabato.
