    Congress to stop drivers' drug test


    DRUG testing on drivers as required by the Land Transportation Office (LTO) to secure a license may no longer be mandatory, a Cebuano congressman yesterday said.

    Rep. Antonio Cuenco (Cebu City south district) said that moves are underway now to amend a provision of Republic Act (RA) 9165, or the Comprehensive Dangerous Drugs Act of 2002, to scrap this pre-requisite.

    Cuenco said he initially discussed this matter with Dangerous Drug Board (DDB) Secretary Vicente Sotto III following reports of exorbitant fees being imposed by drug testing outlets.

    “They’re collecting P300 when the real expense should only be P50,” said Cuenco.

    Both Cuenco and Sotto, a former senator, crafted RA 9165, which imposes stiff penalties on drug users, peddlers and big-time traders.

    Cuenco said the drug testing requirement will only be conducted when a driver figures in an accident or on suspicion that he is hooked on illegal drugs.

    Amendment

    He said the plan to remove the drug testing requirement on drivers is just one of the many amendments they are going to tackle in Congress.

    “We will be introducing several amendments but we will prioritize this,” he added.

    Meanwhile, Cuenco said that Sotto has expressed his full support for the establishment of a DDB satellite office in Cebu.

    The DDB extension office will oversee the implementation of anti-drug programs in the Visayas and Mindanao.

    Sotto announced his support as he officially welcomed lawyer Clarence Paul Oaminal to the DDB family last Wednesday.

    Oaminal took his oath before Sotto in a simple rites, witnessed by Cuenco, at DDB office in Quezon City past 5 p.m.

    Oaminal said that Sotto also welcomed the proposal to include government employees, especially those that actively work in drug education and rehabilitation programs, in the campaign.

    He said they also plan to launch the top 10 outstanding drug enforcement officers to encourage authorities to double their efforts in the fight against illegal drugs.

    Yesterday, Oaminal was scheduled to pay a courtesy call on a drug enforcement administration official at the US Embassy in Manila

    Drug test will only be required if a driver finds himself in an accident? mag-huwat pa diay ta naay ma-disgrasya?

    The core problem is LTO is overcharging their drug test.. pero murag simang man kaau ang solusyon ni Cuenco? wala lagi ko kasabot?..hehe

    Have you guys even thought that are actual DRUG TESTING being conducted ? Results in 5 minutes ? Give me a break ! 300 PHp ? Hehehe ... might as well spend that on fuel after getting the license .

    cguro ok sab ning walaon ang drugtest kay
    murag useless kay ang ubang makalusot man ghapon.
    unya usa pa mahala sab diay oi.. P50 then nahimong P300?! wtf

    nindot jud unta kung naay schooling before mo kuha ug license aside sa exam.
    para makamao ning mga oplok nga driverkung unsa ang mga meaning anang mga street signs.

    maypa mao na ang bayran ug 300 mo uyon pako. 2-3days training, by batches.
    strictohon ang exam. (kaso ang nakapaet mangatol lagi ning mga kamot sa mga offficial sa LTO)

    mahulog ug useless.

    hmmm.. bitaw noh? instant kaau ilang drug test. hasta gani ilang Snellen (Eye) Test way klaro..hehe

    pero gisahon na lang unta nila Sotto ug Cuenco ang LTO bahin sa ilang pamaagi sa drug test aron tarongon.. dili lang unta wagtangon. Nya dapat P50.00 ra gyuy bayronon oi.. grabeh pod cla maka-overprice!

    just because LTO is charging 300 instead of 50? mao nay rason mao tangtangon ang DRUG TEST?

    kamabaw sad.

    it's as if LTO is not overcharging on some things... actually, ALL things.

    hehehe

    instead ila buhaton pa ubsan ang price... been working in a pharma company before nga tig distribute ug drug test kit... and kanang gamit sa LTO is grabe ka ubos ang quality that means ang sensitivity nya mo detect kng naa ba traces of drugs is very LOW.

    Wa man gihapon gamit drug test, kana bitaw mga drug test dapit sa South Bus Terminal mao pa gani paghatag nimo sa imo urine sample naa na ang result!

    Ang idol gyud LTO sa Mandaue, kanang Dionson nga drug test center. Legit kaayo.

    mao bitaw na ang gi ingon ni tomas did2 sa newspaper.. wa jud gamit maypa tangtangon..
