    Victims seek CIDG 7’s help; charges filed vs. Joavan today

    COMPLAINT of robbery with intimidation will be filed against the adopted son of Talisay City Mayor Socrates Fernandez for allegedly taking a television set and DVD player of a vulcanizing shop owner before dawn last Friday.

    Police Regional Office 7 Director Ronald Roderos also ordered an investigation on the Talisay City Police, after learning that they did not arrest Joavan Fernandez while he paid a visit to the police station.

    The visit took place hours after he allegedly abducted two vulcanizing shop workers and beat them up.

    Mercedita Abellana, 36, together with her relatives Oscar, 58, Osbert, 21, and Winston, 18, all surnamed Abellana, went to the Criminal Investigation and Detection Group (CIDG) 7 to seek help in filing a complaint against Joavan Fernandez.

    She also accused Joavan of pointing a gun at her.

    Mercedita owns the vulcanizing shop where the city mayor’s tires were supposedly fixed last Aug. 5 but were reported stolen the following day.



    Osbert and Winston are the vulcanizing shop workers allegedly taken and mauled by six men led by Joavan last Sunday. Except for Joavan, the five other suspects were arrested by the police.

    Joavan reportedly suspects that Osbert and Winston sold the tires.

    Mercedita and her three relatives sought the protection of the police, citing threats to their lives from Joavan.

    She said she decided to go to the CIDG 7 instead of the Talisay City Police Station, citing loss of confidence in the local police station under Supt. Romeo Perigo.

    “Murag mahadlok man nang taga-Talisay modakop ni Joavan. Wa na ko’y pagsalig nila (It seems the Talisay police force is too afraid of Joavan to arrest him. I no longer trust them),” she told reporters.

    Roderos said he asked Cebu Provincial Police Office Director Carmelo Valmoria regarding the matter. Valmoria told him that Perigo’s explanation was that his operatives were conducting a hot pursuit and did not know where Joavan was.

    While Roderos wants a copy of Perigo’s written report, he ordered Valmoria to “verify from other sources.”

    Mercedita claimed that Joavan took her appliances, worth about P14,000, shortly after he and a companion pointed a gun at her. This happened some 15 meters outside her house in Cansojong, Talisay.

    Loan money

    When Joavan allegedly pointed a gun at her, he also asked for P5,000 that would cover the missing tires, Mercedita added.

    Because she only had P1,000 cash at that time, Joavan allegedly forced Mercedita to call her employer, and made her borrow money.

    After doing so, Joavan reportedly left her.

    She learned later that Joavan allegedly dropped by the vulcanizing shop and took her appliances. She said she did not report the matter to the police, thinking that Joavan took the appliances as payment for the missing tires.

    Mercedita reiterated that the tires were stolen by thieves who broke into the vulcanizing shop last Aug. 6.

    Senior Insp. Melgar Devaras of the CIDG 7 told reporters yesterday they will file the complaint as soon as they round up all the evidence.

    As for Talisay City Police’s past performance, including the alleged turning away of a complainant and the abandoning of an ongoing crisis, Roderos said all these will be taken into consideration.

    Explanation

    Earlier, the Talisay City Police was asked to explain reports that the police team that responded to an alarm involving a man who threatened to jump off a coconut tree abandoned the area before the incident could be resolved.

    While barangay officials claimed the police were in a nearby hut, reporters covering the incident claimed otherwise and said they saw the police vehicle leave the area.

    They were once again investigated after the family of the slain Maria Eva Mae Peligro claimed they were not entertained properly when they went to report that she was missing, prompting them to go to the Minglanilla Police Station instead.

    Aside from yesterday’s news reports, Roderos admitted receiving text messages regarding the alleged visit of Joavan to the police station and to the Talisay City Hall. (JST/MEA)

    Son’s woes make Soc file leave
    IMMENSELY bothered by his adopted son’s latest mischief, Talisay City Mayor Socrates Fernandez will take a two-week leave of absence from City Hall starting Monday. “We felt for him (Fernandez). He will take time to talk to his son,” said Vice Mayor Lani Abarquez, who will temporarily take over Fernandez’s post.

    Fernandez announced his leave, effective Aug. 18, in an executive session with city councilors after their regular Tuesday session yesterday morning.

    Abarquez, the presiding officer, said all the Sangguniang Panglungsod members agreed to seek audience with the mayor to boost his moral “in his time of distress.”

    She said Fernandez was really emotionally and physically depressed over the turn of events involving Joavan.

    “We told him, what we can do to help. We’re giving the mayor our moral support. He said he would take a leave for two weeks,” she said.

    Reporters tried to get Fernandez’s comments but his secretary said the mayor did not want to be disturbed.

    No call

    Meanwhile, Talisay City Police Station Chief Romeo Perigo said Fernandez said never called him since the reported mauling incident took place Monday dawn.

    Perigo said the mayor was not around when he attended the regular Monday meeting of the department heads in the latter’s office.

    Reporters learned that Fernandez attended an activity at the Cebu Provincial Capitol in connection with its yearly anniversary.

    But while Fernandez felt dejected over his adopted son’s predicament, Mercedita Abellana, the vulcanizing shop owner, opted to stop her business temporarily, even if it means losing her main source of livelihood.

    Mercedita, a widow with five kids, is paying a daily rent of P220 to a lot owner where her small-time vulcanizing shop stands in Barangay Tabunok.

    She said that Joavan has repeatedly threatened them with harm should she fail to pay P5,000 for the missing spare tire of his father’s service vehicle.

    Mercedita, who sought help of the Criminal Investigation and Detection Group 7, said she does not want to compromise her safety as well as those of her immediate relatives from Joavan’s possible bloody reprisal. (GC)

    i dont know kung tinuod ba na anak-anak lang ni siya...but if indeed adopted lang gyud ni siya...well, i could say that heredity and genetics could play a part...

    although not totally proven--nor disproven by science--there are theories that state that certain traits like alcoholism and criminal behavior are inherited...

    now, using the analogy that most people who put their children up for adoption are either prostitutes or criminals...it can be concluded na liwat lang siya sa iyang tinuod na ginikanan...

    of course, we still cannot discount the fact that a child's upbringing affects how we will be in the future...in this case, i daresay that the mayor of Talisay is not a good statesman, as manifested that he cannot manage the affairs of his own home and keep his spoiled brat at bay.
