the issue is not only "napakanaug ba niya" ang meralco bill, but more on pressuring not only meralco to be more efficient but also issues w/ other power players like Napocor and IPP's, and giving awareness sa kabuang sa meralco to their customers so that concerned authorities and the consumers will act on the matter on their own capacity. and those were already been discussed na. Enumerated pa man gani.
here's an example sa resulta sa noise ni Winston and the joint congress committee:

now here's something gipang hambog na rn sa Meralco:
"the distribution rate to a Meralco residential customer using 200 kilowatt-hours a month is only P1.37/kWh, among the lowest in the Philippines.
For a consumer using 200 kWh a month or less, the distribution rate in Cebu is P1.47/kWh, in Davao P1.64/kWh and in Cagayan de Oro P2.04/kWh—all higher than Meralco’s. Households that use up to 200 kWh a month account for 77 percent of all Meralco residential customers."
