Joseph Estrada was never like Gloria Macapagal Arroyo. The man respected the institutions of our democracy. Arroyo treats such institutions with absolute contempt, befitting a mad queen of medieval times.

Estrada never appointed anyone to the Supreme Court who did not come from the judiciary itself. Sabino de Leon, Angelina Sandoval Gutierrez, Consuelo Ynares Santiago, Justice Bueno, all of them came from the judicial ranks. Not so Madam Arroyo’s appointments.

Estrada did not reward as many military and police retirees with cushy positions in the civilian bureaucracy. In the case of Arroyo, just toady up to her, and you are assured of the good life beyond retirement. Four of her cabinet secretaries are military or police retirees – Ermita, Ebdane, Mendoza, Reyes. There are legions of retirees appointed as undersecretaries or assistant secretaries in her bureaucracy. To accommodate their inordinate lust for continued power and perks, she has multiplied the number of useless undersecretaries and assistant secretaries, in absolute disregard of the civil service.

Now even the Mindanao State University is headed by a recently retired police general. It is as if no civilian in all of Mindanao possesses the academic and managerial qualifications of a state university administrator. Isn’t this sheer madness?
