TO MANDAUE CITY OFFICIALS:

Ang dalan sa Canduman duol sa New Sacred Heart School palihug atimana ninyo intawon. Faets kaayo pwerteng alibaonga ug aboga nya kng mag ulan pwerte pud lapoka. The damaged road portion shouldn't only been placed with gravel. It should've been asphalted right away.

Mandaue should have been prepared in making sure the road is good infrastructure before the newly built school have opened it's classes for the first time. It's called "anticipation".

Having a big private school investing in Mandaue is good news. But the Mandaue gov't should have also given them back good news also by giving good infrastructure. besides, it wouldn't only benefit SHS but also the students and the parents/guardians who travel everyday to Canduman to get there.

Mandaue councilor faces forgery charges

MANDAUE CITY, Philippines – Forgery and falsification charges were filed by a Mandaue city government midwife against Mandaue opposition councilor Victor Biano on June 30.

In her affidavit, a copy of which was distributed to media outlets by an anonymous source, midwife Grace Flores claimed that the opposition councilor forged her signature on his daughter’s birth certificate.

In response, Biano alleged that the complaint was the handiwork of Mandaue City Mayor Jonas Cortes and his people.

Flores, who has been a midwife at the Mandaue City Health Office since 1982, alleged that Biano falsified the birthplace of his daughter.

She said the councilor also falsified the date of his marriage.

Flores claimed Biano got married in February 2005. But in his daughter’s certificate of live birth, the councilor claimed he got married in February 1984.

Flores said she assisted in the delivery of Biano’s daughter at their home in Lapu-Lapu City.

After the delivery, she said she prepared the birth certificate to register the child at the Lapu-Lapu City Registry Office.

Flores alleged that she was told by Biano and his wife that they would take care of the registration.

“A week after, I was informed by Atty. Biano that he already registered his newly born child at Cagayan de Oro City,” she said.

Flores said that Biano admitted to her that he forged her signature.

“(He told me) there is nothing illegal about it since the forging of the signature was for registration purposes only,” Flores claimed.

She said she would not have bothered to file the complaint, but she came across a document used by Biano as defense in a child support case in November 2007.

She said the certificate of live birth was used as evidence in the case filed by Calledo.

“I felt aggrieved by the illegal acts of Biano.... since as a lawyer and elected public official of Mandaue City, he should have been the first not to consent to such wrongdoings,” Flores said.

But in a phone interview, Councilor Biano refused to comment on the case as he had yet to receive a copy of the complaint.

“All I know is that Jonas’ mad dogs have been pressuring Grace Flores to sign the complaint with threats of adverse consequences to her employment (in the city government). Taking advantage of her is condemnable),” Biano said.
