GSIS: About GSIS The GSIS
there's no profit-sharing scheme at GSIS. dili man na cla cooperative or a sinking fund entity..ang mga member mohatag ra na sa contribution ug mokuha sa mga benepisyo due to them, but not profit. Just like any private insurance companies out there, there's no profit-sharing. Gali lang gobyerno lang ni nga version ang GSIS.
kanang gibuhat sa GSIS nga investments, that's to make sure GSIS survives for a very long time so that members when they retire would still see GSIS alive and kicking thus getting their benefits. That's PRUDENT RISK MANAGEMENT. The primary goal of corporate finance is to maximize corporate value while reducing the firm's financial risks.
As for the 1 billion given to Malacanang, that was in 2004 when we experienced a financial crisis. It's simply called "reaching out", a "donation". And comparing it to the benefits given to members is a non-issue. if im not mistaken, the donation is allowed by GSIS rules & policies. and if u r familiar with CORPORATE FINANCIAL STATEMENTS, there is an entry called "donations" and those that go to "charity". WHY? this is what we call part of CORPORATE SOCIAL RESPONSIBILITY.
AFAIK, 32-34 billion is spent by GSIS every year as CLAIMS & BENEFITS to their members. now compare that sa 1 billion gihatag sa Malacanang at one time. besides, it's not Malacanang who benefited from that 1B during the crisis. It's the Filipino people. The gov't is the people.
one thing lang is debatable: which was more proper? 1B to Malacanang, or, 1B to various gov't agencies?

we all know the purpose why GSIS was created. we also know that it is not a cooperative or a sinking fund entity. my question is why is the GSIS remiss or delayed in providing its members the benefits they deserve? they are so quick in releasing a huge amount to malacanang yet too slow to give out the benefits of its member, not to mention the hard time the members have to go through just to have the claims processed.
i cannot recall having a financial crisis in 2004, i can remember there was election in 2004. enlighten me if i missed that. "reaching out" or "donation" is fine but a big amount cannot be simply taken for granted especially when it is given to an office which already have a big chunk of the national budget. Charity is given to those in need and do you think malacanang deserves charity. Granting malacanang managed the amount for the poor, do you have evidence that it went to the poor? When you talk about CSR, don't you think it should be given to the communities and people in need? A smaller office giving CSR to the highest office in the government? as to your new explanation, kana nuon mas klaro na. sayon ra kau na explain bro:
1 Billion in surplus funds asa gihatag? Answer: Malacanang. Only 1 direct recipient, only 1 transaction.
let's say 1 Billion is also given as claims and benefits. asa gihatag? Answer: to claimant members. Pila kabuok transaction? u do the math and the time and motion...
i know GSIS is still problematic when it comes to releasing claims & benefits on time and some other related problems. but u can't compare the issue of claims & benefits with the issue of the 1B surplus given to Malacanang. they are entirely different stories.
i think i may have been very wrong about the "donation" thingy. The 1B pala given is the government’s DIVIDEND from GSIS’ operations.
The turnover to the government of its dividend from the GSIS operations was the first in eight years. The last time the government got its dividend from GSIS was in 1997 when it received P200 million.
"This amount," PGMA said in 2004, would "greatly help in reducing our public sector debt." (that's why in some way or another i thought it was for donation)
as what Sec Ermita just explained, the funds were remitted by the GSIS to the President in keeping with the provisions of Republic Act 656, which covers insurance funds. Under the law, the GSIS insures all government properties against losses like calamities, fires, earthquakes, etc. and earns income from this.
as to where the funds went, well, as far as i know, Republic Act 656 was being followed.
"These are all being liquidated properly and fast enough," Sec Ermita said, adding that his deputy has been coordinating with concerned offices to expedite the processing of documents for liquidation.
it's not the entire house that needs to be fixed. maybe just the plumbing...

AFAIK, a sister being the special assistant of a GSIS president is allowed as long the president has her trust and confidence.
if i remember it right, Farla is a CPA. had a previous stint at COA.
