a sheep symbolize a good follower because a sheep wont react when they are offered so sheeps know what's their purpose.

your analogy is wrong, here it is:
in the bible a bad follower symbolized as a goat while a good follower symbolized as a sheep.
but you're taking it literally by asking "u mean that goats are bad and sheep are good?"
it doesn't follow that goats are bad and sheep are goat, rather bad follower are symbolized as goat while good follower are symbolized as sheep.
