i will break it down as much to my personal judgment:

    (1) Level of distrust to other citizens - the score of 3 somehow tell that Pinoys are very cautious in dealing with others. that includes in dealing w/ the gov't.

    (2) Ease of access to weapons of minor destruction- score of 4 will tell us that the common Pinoy has high accessibility of illegal small arms and light weapons. We still lack regulation of civilian possession, ownership, storage, carriage and use of firearms. TGP & AKP shootings is one perfect example. Danao paltik, anyone?

    (3) Level of organized conflict (internal) - score of 3 will tell us that we have high intensity of conflicts within our country. Admin vs Opposition. Gov't vs. Leftists and Commies, GMA vs ABS-CBN, GSIS vs Meralco, etc

    (4) Likelihood of violent demonstrations- there u go mga rallyists!!! usa mo ani. u don't follow even w/ just the simple rule of securing a permit to rally. other than disrupting traffic flow to the inconvenience of the general public, sometimes u resort to property damage... score of 4 will tell how violent our demonstrations are. that goes w/ our riot police also...

    (5) Level of violent crime- a score of 4 will tell us exactly what it means. usa ba kha sa factor ang mga vigilantes in Davao & Cebu ani? how about extra-judicial killings of journalists and some leftist groups? Kana pud mga grabe nga tulis, hasta mga tawo sa banko patyon...

    (6) Political instability- a score of 3 will tell us that our country is still nowhere near stable politically yet.

    (7) Respect for human rights- score of 4. no need to explain. We flunked Amnesty Int'l ratings.

(8.) Potential for terrorist acts- score of 4. of course, we have the Abu Sayyaf, and the NPA.

    (9) Military capability/sophistication- score of 3. Military research & sophistication? do we even have it in our vocabulary? wala.

    (10) Number of external and internal conflicts fought between 2000 to 2005 - score of 3. Battle-related deaths between gov't troops vs NPA and Abu Sayyaf nga way kahumanan...

you seem to have everything covered but you don't have to break it down for me.
if only the government will take the lead to address point by point the factors that you explained, the philippines should fare well in the rankings but with the way things are, the philippines is expected to slide further to the negative side of the ranking.

Para nako mura man wala klaro ang survey. Imagine mas peaceful pa ang Haiti. In fact, ang dala ana sa security sa Haiti is ang UN peacekeepers.

i did not break it down only for u but for the benefit of all istoryans who myt read my post.

if u happen to read the breakdown, it is not only the gov't that made us 113rd rank. it is also the people themselves. for example, why do we distrust our fellow citizens? how about the worsening frat and gang wars? how about our worsening crime rates? how about our corporate conflicts like ABS vs GMA? how about the persistent presence of Abu Sayyaf and NPA's? how about the bombings in Mindanao?

u r ryt that the gov't should lead to address the problems but how r we gonna attain it when the people themselves are not cooperative and passive about it? kinahanglan pa ba diay ta duklon or ingnon para makamata?

IMHO, it has to start from self. r u peaceful w/ God? r u at peace as a person? then we go to the family. r u at peace w/ ur family members? r there no major conflicts? after that we then go to our neighborhood. do u have rifts between ur neighbors? is ur hood peaceful? then we go to ur community like ur barrio. is ur LGU doing what they're supposed to do? no gangs or frat wars? then we go further to ur workplace. r u at peace w/ ur boss? ur colleagues?

in this step-by-step approach in troubleshooting, maybe we could help attain a peaceful country.

    very well said, Sir.
