There are foreigners most of them Brazilians roaming around the country posing as travel agents.They will offer you cheaper airline rates,much cheaper than the airlines rate.Thse foreigners will book your flight and when you check your bookings your flight is confirmed. You have your ticket number,seat etc.They will be accepting card payments but when you want your ticket issued,Airlines will not issue your ticket for reason"Card use under investigation".

Thse foreigners said their travel agency is base in Cavite but they are roaming around the country convincing travel agencies to have transaction with them.
