What if the lowest internet connection speed that was provided by all ISPs at plan 999 was 100 MBps? What do you think will happen?

same scenario of congestion as now due to if 100mbps is normally distributed, surely the stock bandwidth is far more beyond than that. same principle but surely improved equipments that can handle extremely huge bandwidths as well as traffic.
