to anwer you 1st question:

3G is a not just for making video calls as most would understand it to be. it is a mobile standard superseding 2G (or what we commonly know as GSM, GPRS, and EDGE) with much faster data transfer speeds. this is what allows us to stream video and make video telephony possible.

Speeds range from 384 kbp/s to 7.2 Mbp/s depending on the network and your handset model, allowing you to have broadband-like connectivity on your cellphone. By using your cellphone as a modem, you can have internet connection practically anywhere there is a cellular network signal(but the speed depends on what king of network signal is available - 3G/EDGE/GPRD) . This was readily available before but not as popular as today due to the fact that before, the fastest connection a cellphone could provide you would be around 236 kbp/s and the per kb charging.

2nd question:

the normal network for our cellphones is GSM(2G) which is widely available in our country due to the numerous GSM cell sites put up by service providers. 3G has a different signal from GSM and therefore needs a separate cell site for the transmission of the signal. When your cellphone gets a 3G signal, it means that is has come within range of a 3G network.
