The Commission on Audit (CoA) yesterday revealed that the National Housing Authority (NHA) has diverted more than P370 million from the Northrail and Southrail Relocation Projects (NSRP) funds to other ongoing programs apparently with the blessing of Malacañang.
Based on the recent report of the CoA prepared by Director IV Dibagulun Gandamra, P282.12 million of the fund was diverted to the Smokey Mountain Development Project. The reported diversion of funds later caught the attention of Sen. Miriam Defensor-Santiago, which she exposed last year.
The NSRP funds were specifically earmarked for the relocation and construction of houses for residents who will be displaced by the twin rail projects. The NHA was apparently given the go signal to rechannel the funds to eight other projects by no less than the Department of Budget and Management (DBM).
The report also revealed NHA's action had the blessing of the Palace as shown by two letters from the DBM authorizing the rechanneling of the funds.
A letter dated May 4, 2004 signed by newly-resigned DBM Secretary Emilia Boncodin showed the department “interposes no objection” to the use of NHA's available cash balances for its various priority housing/resettlement projects, including the Southrail Relocation Project.
The other letter, dated Oct. 19, 2004 signed by Undersecretary Relampegos, gave the NHA the green light to use the Northrail funds.
In fact, there was an earlier letter also from Boncodin dated July 13, 2001 telling NHA that “the CY 2002 budget allocation may be adjusted/realigned...as deemed appropriate based on the review conducted by management in accordance with corporation's priorities and operating concerns,” the CoA report also stated.
The state auditing firm also said NHA's handling of the Northrail and Southrail funds was questionable and may later create confusion as to where the money went since the accounting was done jointly despite the fact that the two projects were distinct and separate from each other.
