There were a lot of reasons why Cuba had to restrict the use of celphones before...for one, it was a luxury most Cubans couldnt afford, second the Cuban government was more focused on basic services (food, free education, jobs and free health care).

In many respects, Cubans are not as backward as we all think. They too have internet also about the same time we first had ours. Interestingly, Cuba has a very high density of professionals compared to the Philippines talking about number of doctors or engineers per square kilometer. Cuba is also known for its drugs that at are at par with leading pharma companies. And mostly, Cuba is probably the only country in the world that's not highly dependent on petrochemical for power generation or fertilizer.

Cuba is known for its internet in the countrysides, permaculture, solar power and many other humble yet high impact innovations.

Cuba is a very self-sufficient country now despite the trade embargo and the abandonment of their close ally, USSR...although it is not considered rich when measured in terms of per capita income.

Under Raul's rule (which may not also be for long also for his age...4 or 5 years younger than Fidel, i guess), I think it will be more or less the same only Raul is not as rigid or confrontational as his brother, thus you will expect that Cuba will more of the luxuries that Castro thought "were not necessary."
